Program Support Specialist 1

Job Description

This contract Program Support Specialist 1 role is pivotal in ensuring timely, accurate, and efficient billing operations across the agency. The position offers direct program support and focused assistance to facilitate the processing of vendor invoices from initial intake to final payment submission. This role is essential for maintaining financial integrity, fostering positive vendor relationships, and enhancing the overall efficiency of payment operations.

Intake vendor invoices from both external and internal payment processing systems, verifying all necessary information for compliance.Return improper invoices to vendors for correction and resubmission with clear guidance on deficiencies.Route confirmed proper invoices to the delegated COR for timely payment approval.Utilize financial systems for processing approved invoices, applying established policies, rules, and regulations.Conduct research to identify the root cause of stalled or returned invoices and troubleshoot processing problems.Provide education and best practices to personnel to prevent common errors.Gather and analyze data to develop job aids for resolution of invoice processing issues.Monitor invoice intake platforms and Power BI Report Server, addressing past-due invoices and incorrect assignments.Provide high-level customer service to stakeholders, answering inquiries and providing timely status updates.Serve as the primary contact for inquiries from vendors, CORs, Accounts Payable, and Contracting Officers.Maintain documentation and compliance in accordance with Information Security standards.Review and reconcile invoices on IPP.gov to address transmission issues.Analyze monthly reports and engage with personnel for follow-up on contracts.Participate in procedure review and improvement processes to enhance efficiencies.Execute data entry and analyze program impact for process improvement.Provide administrative support for centralized registration and onboarding of new personnel.

Qualifications

Associate’s or Bachelor’s Degree in Business Management, Business Administration or a closely related field, or equivalent experience.Experience in invoice payment applications, accounts payable, financial operations, or procurement support.Proficiency with MS Office applications, specifically intermediate Excel skills.Ability to research, troubleshoot, and resolve complex payment and invoice discrepancies.Knowledge of federal payment regulations, including the Prompt Payment Act (PPA).

Work Environment

The position is part of the COR Support Team within the Supplemental Labor Management Office, dedicated to fostering COR excellence through best practices, education, strategic partnerships, and consistent standards. The work environment is slower-paced with somewhat flexible hours, typically business casual attire, and independent work style with a focus on meeting deadlines. The office atmosphere often involves waiting on approvals and paperwork.

This is a Permanent position based out of Vancouver, WA.

Pay and Benefits

The pay range for this position is $34.00 - $39.00/hr.
