Program Manager
Title: Program Manager Belong, Connect, Grow, with KBR! Must have the ability and willingness to periodically travel to Ukraine and work for short durations (up to 2 month periods). Program Summary KBR is supporting a contract to provide End-Use Monitoring (EUM) in Ukraine. The primary objective of this contract is to ensure the monitoring of assets subject to EUM requirements that have been transferred by U.S. Department of State’s Bureau of International Narcotics and Law Enforcement (INL) Section in Kyiv (INL Kyiv) to the Government of Ukraine (GoU). Job Summary The Program Manager is responsible for overall program leadership and execution, ensuring contract requirements are met while maintaining strong performance, compliance, and customer satisfaction. This role will provide strategic direction, oversee operational delivery, manage program resources, and serve as the primary customer interface for all program activities. The Program Manager will lead a team of contractor personnel who are technically proficient in conducting monitoring and evaluation activities, and will ensure program outputs are delivered on schedule, within scope, and to the highest quality standards. This role requires an agile leader with strong communication skills, excellent attention to detail, and the ability to operate effectively in a dynamic, high-visibility environment. Roles and Responsibilities + Lead day-to-day program execution, ensuring all program requirements, deliverables, and performance standards are achieved. + Serve as the primary point of contact for the customer and lead external meetings, briefings, and program management status updates. + Plan and oversee in-person, secondary, and virtual monitoring inspections to ensure compliance with EUM requirements. + Ensure monitoring activities align to contractual standards, documented procedures, and reporting expectations. + Oversee and manage a team of contractor personnel, ensuring appropriate training, performance accountability, and operational readiness. + Track program milestones, timelines, risks, and issues; implement mitigation plans to ensure continuity of operations. + Maintain program documentation, procedures, and reporting processes to ensure audit readiness and compliance. + Develop, review, and submit high-quality customer-ready reporting products, including metrics, summaries, and performance narratives. + Support program financial performance, including milestone tracking, billing coordination, and cost awareness. + Promote a culture of professionalism, reliability, responsiveness, and continuous improvement across the program team. + The PM or alternate shall possess full authority to act on behalf of the Contractor regarding all matters related to the daily operation of this contract. Basic Qualifications + Must have authorization to work in Ukraine. + Fluent in English (verbal, written, reading) + Bachelor’s degree in Program Management, International Relations, Security Studies, Business Administration, or a related field (or equivalent experience). + Minimum 5+ years of experience leading programs, operations, or contract execution in complex environments. + Demonstrated experience leading customer-facing engagements and managing program performance across multiple priorities. + Strong leadership capability with proven ability to manage teams, workflows, and operational execution. + Strong interpersonal and communication skills with the ability to engage professionally across diverse stakeholder groups. + Excellent attention to detail and reliability in monitoring, documentation, and reporting. + Ability to operate with discretion and professionalism in high-visibility environments. + Comfort managing ambiguity while maintaining structure, compliance, and accountability. + Gov Con experience + Must have the ability and willingness to periodically travel to Ukraine and work for short durations (up to 2 month periods).
