Program Manager, Launch & Expansion, JP AMZL, Launch and Expansion
Amazon Logistics (AMZL) is responsible for Amazon’s last-mile delivery and operates a large-scale network across Japan by combining multiple types of delivery nodes. Through Delivery Stations (DS), Amazon Partners Logistics (AMPL), eXchange Point (XPT), and Sub Same-Day delivery station (SSD), we continuously challenge ourselves to deliver packages faster, more reliably, and at lower cost.

JP Launch and Expansion (L&E) is the project management organization that turns the AMZL network strategy into reality. L&E owns the end-to-end execution—from upstream activities such as site selection, ROI modeling, and CAR approvals, through launch planning, hiring, system configuration, training, and go-live readiness. This team does not stop at planning or approvals; L&E makes decisions, drives execution on the ground, and builds Amazon Japan’s operations as real, operating sites.

L&E is currently composed of the following teams:
Core Planning and Execution (CPE)
CPE manages the Core network across DS, XPT, and AMPL, covering new launches, closures, and XPT parent changes. The team leads end-to-end execution, including site selection, ROI design, CAR approvals, and start-up execution, while optimizing the network from a mid- to long-term perspective.

SSD Planning and Execution (SPE)
SPE owns SSD and AMZL+ projects from launch through closure. To support the growth of Same-Day Delivery, the team drives project execution that balances speed with repeatability and scalability.

Retrofit, Expansion and Initiative (REI)
REI leads end-to-end execution for new and emerging initiatives, with a primary focus on Quick Commerce (QC). Working closely with global teams, REI scales these initiatives in Japan and establishes sustainable standards, including new programs such as Amazon Storage Unit (ASU).

Launch Configuration and Verification (LCV)
LCV is responsible for system configuration and verification across all last-mile node types. With a strong focus on “Right First Time,” the team supports reliable start-ups with a target of zero DPMO at launch.

Project Management Office (PMO)
PMO operates horizontally across L&E, governing SOPs and playbooks, monitoring project progress, and managing PMIS to ensure execution discipline and visibility.

This Role: QC Launch Start-Up Execution Manager
REI is responsible for the execution of new site launches driving the expansion of Amazon Japan's QC (Quick Commerce) network. The role involves managing multiple site launches in parallel, overseeing end-to-end operations from facility and equipment preparation, monitoring talent acquisition, and tracking system configuration progress through to Day 1 operational start. QC represents a new business domain for Amazon Japan, and the most exiting part lies in materializing strategy amid high uncertainty. In an environment where standards are not yet established, the role is expected to standardize processes with reproducibility and scalability for future expansion. This is a position where you can take on the critical mission of supporting the foundation of a new customer experience—delivery within 30 minutes of order—all within an overwhelming pace.

You will gain experience in launch execution management at the network level as a project manager. You will acquire skills to lead multiple projects to success while communicating with a wide range of stakeholders including QC Planning, Operations, Engineering, Finance, and Real Estate.

Key job responsibilities
Launch Start-Up Execution Manager, QC Launch will perform the following duties:

QC Site Launch Execution
・Act as the Point of Contact (POC) for all launch activities from facility configuration preparation through Day 1 operational start for new QC sites
・Manage readiness status necessary for Day 1 success, including UTR/OTR fill rate monitoring, training compliance, and safety and compliance requirements
・Oversee on-site construction progress, handover from construction teams, and configuration testing to ensure all prerequisites for safe and efficient operational start are met
・Track readiness metrics, and ensure ramp-up plans are aligned with QC Planning and Operations

Launch Progress Management and Risk Response
・Manage multiple site launches in parallel, achieving network buildout goals while balancing speed, cost efficiency, and launch quality
・Drive projects forward by removing blockers throughout the launch lifecycle and performing appropriate escalations
・Report launch progress and management metrics regularly to the leadership team
・Support relevant teams in negotiations with regulatory authorities and local political stakeholders as needed

Process Standardization and Improvement
・Drive standardization of launch processes with reproducibility and scalability for future expansion
・Establish best practices and achieve continuous improvement in a high-uncertainty environment within a new business domain
