Job Description

Program Director (Systems Strategy & Facilitation) leads systems-level analysis and facilitation to address complex community health challenges. This role partners with internal teams and multi-sector stakeholders to explore system dynamics, identify leverage points, and co-create strategies that advance community health. Using advanced facilitation, systems thinking, and qualitative synthesis, the Program Director develops visual tools, such as systems maps, causal loop diagrams, and network maps, to clarify structural drivers of high-priority issues.

What You’ll Do

Provide strategic leadership and oversight for multiple public health programs

Supervise and coach program managers and senior leaders to drive strong performance

Lead program planning, evaluation, and continuous quality improvement

Use data and performance metrics to guide decision-making and program direction

Oversee program budgets and ensure responsible, effective use of funds

Support grant development, compliance, contracts, and reporting

Build and maintain partnerships with internal teams, community organizations, and external agencies

Represent JCPH in coalitions, advisory groups, and policy discussions

Promote a collaborative, culturally responsive, and trauma-informed workplace

Ensure compliance with public health regulations, accreditation standards, and HIPAA

Support emergency response efforts and special assignments as needed

Minimum Requirements

Bachelor’s degree in public health, public administration, human services, or a related field

5+ years of progressively responsible experience, including at least 2 years managing programs and supervising staff

Demonstrated ability to coach managers and lead interdisciplinary teams

Experience with budget development and financial oversight

Strong interpersonal, facilitation, and communication skills

Experience working with diverse communities and cultures

Proficiency in common computer applications (Word, Excel, databases, presentations)

Ability to prioritize work, meet deadlines, and operate with minimal direction

Ability to meet fleet driving requirements

Preferred (Nice to Have)

Master’s degree in a related field

Experience with workforce development, grant development, program evaluation

Background in systems thinking and policy integration
