Northrop Grumman Aeronautics Systems sector has an opening for a Test and Evaluation Integrated Product Team (IPT) Program Director 1 to join our team of qualified, diverse individuals. This position is located in Rancho Bernardo (San Diego, CA)

The Test and Evaluation IPT Director position will provide strategic leadership for System Test IPT to include scope of Development and Production test activity as well as program laboratories infrastructure, lab operations, as well supporting testing, and integration activities. This position is responsible for ground and flight test at Naval Air Station Patuxent River, Production Test in Palmdale, as well as labs located in Rancho Bernardo California. Position leads System Test activities for Development, Capital, and NCTA projects.

Primary duties include leading all aspects of managing a program's System Test organization, Equipment, Processes, External Range Resource Coordination, Scheduling, Tools, Laboratories (Infrastructure & Operations), which support Lab, development

of Flight and Ground Test via real-time simulations, System/laboratory test asset scheduling, and personnel management.

Additionally, the individual will have the following responsibilities:

Leadership & Vision – Define and communicate the IPT’s technical vision, strategy, and performance objectives; inspire and mentor a multidisciplinary team of engineers, program managers, and subject matter expertsSupport proposal development activities.Develop yearly capital asset and indirect expense forecasts.Manage the maintenance and upgrade of Development Assets, laboratory computer systems and test equipment.Maintain performance metrics and report daily status to Program Management.Develop and track closure plans for Issue closure and Risk mitigation.Assess Earned Value progress and forecast EAC.Responsible for partnering with Functional Home Room on staffing and employee skill development to meet Program needs.Oversee Management of daily compliance with policies and procedures including security, property management, calibration, training, configuration control, and test conduct.

Travel, up to 50% of time, will be required. The position is not a candidate for remote or hybrid work.

Basic Qualifications:

Bachelor’s degree and 10+ years (or Bachelor of Science in STEM and 9+ years) of related experience; or Master’s degree with 8+ years (or Master of Science in STEM and 7+ years) of related experience

Related experience includes professional and/or military experience to include a background in system test, proposal, program management, and/or design

Flight or Ground Test Experience as an Individual Contributor or Manager/DirectorExperience in Aircraft Operations/Maintenance/TestingMust have an active Secret clearance that has been granted or reissued in the last 6 years or is currently enrolled in continuous evaluation and the ability to obtain a Top Secret ClearanceAbility to be granted and maintain special program access as required by business needs.

Active TS/SCI/SAP ClearanceExtensive experience with UAV Test & EvaluationDemonstrated leadership skills and the ability to work effectively across organizational layers from individual contributor through Executive LeadershipCommunication and presentation skills, organizational skills, and ability to multi-task in a dynamic leadership environmentSpecial Program Access (SAP)Master’s Degree in Technical Field (STEM) or Business Administration.Proven record of developing & implementing action plans to improve strategic growth using continuous improvement techniques spanning across a large organization.Flight Line Maintenance/Operations Experience and/or Laboratory Test ExperienceExperience with Statement of Work (SOW) development, Basis of Estimate (BOE) creation and negotiationsFive or more years of experience managing complex cost accountsStrong interpersonal skills to build relationships across engineering, supply chain, business management, program management, and executive leadershipExceptional communication skills – able to brief executive leadership, engage customers, and translate technical content to stakeholdersAbility to delegate effectively while maintaining accountability for overall IPT successStrategic thinker with ability to align team objectives with program and functional goals 

Primary Level Salary Range: $224,300.00 - $336,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
