Northrop Grumman Space Systems Launch Vehicles is searching for a Program Business Operations Manager 2 to support the Space Launch Operating Unit. This position will be located in Chandler, AZ.

The Program Business Operations Manager 2 will be a direct report to the Program Manager. The Program Business Operations Manager 2 will partner with the Program and Functional Managers to manage all financial, contractual, proposal and schedule aspects of the program to achieve the Business Unit’s financial and strategic objectives.
The successful candidate will be responsible for:
Provide support for a team of Business Management functional groups (Proposals, Contracts, Scheduling, Program Finance).
Manage financial business analysis and reporting with the ability to clearly communicate with senior management the program financial status and outlook.
Manage and assist in the development of business strategy and forecasting, through deliverables such as the Long-Range Strategic Plan and the Annual Operating Plan.
Oversee key line forecasting, work authorization, implementation of program baselines and EV reporting, program budgeting, estimate at complete development, and various financial reporting activities.
Manage program Earned Value management practices including role of Control Account Managers to ensure timely and accurate baseline development, status, variance analysis, and EAC development.
Coordinate cost and schedule analyses and preparation of reports to ensure contracts are within negotiated cost and schedule parameters and guidelines.
Manage the proposal process from draft RFP to award, including review of RFP, coordination with subcontractor flow-downs if required, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight, and presenting to Senior Management.
In conjunction with the Program Manager, manage risks and opportunities with multiple contract types from both an execution and financial perspective.
Manage and support customer meetings and reviews and applicable data submittals if required.
Manage and support various internal and external audits as applicable.
The candidate will maintain the highest level of commitment to quality, compliance, and internal controls in adherence to company values and ethics. The position could potentially require some travel to customer and other off-site locations.
Basic Qualifications:
Bachelor’s degree with a minimum of 8 years of associated job experience
Demonstrated ability to lead teams and develop talent
Experience with program proposals, cost and schedule control, program budgeting and forecasting for launch vehicle programs
Previous participation with customer directed meetings and reviews
Experience presenting program data to senior leadership
Willingness to obtain a Secret level security clearance - US Citizenship is a prerequisite
General aerospace and defense industry knowledge
Excellent written and oral communications skills
Preferred Qualifications:
Master’s degree in business related discipline
Understanding of US Government procurement and contracting, Cost Accounting Standards, and FAR
Schedule, performance and financial reporting experience on a variety of contract types
Experience developing business strategy and forecasting, through internal or external deliverables such a Long-Range Strategic Plan or Annual Operating Plan
Familiarity with launch vehicle development and production programs
Salary Range: $135,100.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
