PROGRAM ANALYST (C80-2026-24500)

 

Bowhead seeks a Program Analyst to support Naval Surface Warfare Center Carderock Division being tasked to provide administrative and technical management support to the NSWCCD Signatures Department (Code 70/707) in support of daily business operations. This role supports multiple functional areas including finance, logistics, security, technical documentation, administrative services, and IT support, ensuring efficient coordination, compliance, and reporting across department activities.

Responsibilities Provide financial management support by processing purchase requests, assisting with contract funding de-obligations, conducting monthly Dormant Account Reviews (DAR-Q), researching obligations in ADVANA, and preparing financial documentation and reports.Develop and maintain project and financial tracking procedures; monitor labor and expenditures against project codes; and provide financial analysis and status reporting.Monitor SharePoint sites, databases, and mailboxes to track incoming requests and provide timely status updates to Government personnel.Support logistics and technical departments by responding to data calls and generating reports related to applicable systems and software.Assist with security administration by preparing, updating, routing, and tracking DD 254, DD 1172-2, CAC reverification, and related access authorization forms.Develop, revise, and maintain standard operating procedures (SOPs), statements of work (SOWs), desk guides, and checklists to promote standardized and repeatable processes.Provide administrative support for contractor onboarding, annual training compliance tracking, and standardized installation access and visitor request processing.Support IT and cybersecurity operations by processing and tracking IT purchase requests, system access authorization requests (SAAR), privileged access agreements (PAA), cybersecurity workforce (CWF) requests, and associated documentation. Qualifications Bachelor’s Degree in Business Administration, Finance and related field of study and 5-7 of directly related experience.Experience providing administrative, financial, or technical support in a government or defense environmentFamiliarity with financial tracking systems, document management tools, and SharePointExperience handling security forms, access requests, and compliance documentationStrong organizational skills with the ability to manage multiple requests and deadlinesAbility to communicate clearly and provide accurate status reporting to stakeholders

 Must be able to lift to 25 pounds Must be able to sit, stand and or bend for prolonged amounts of time

 

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
