Northrop Grumman Mission Systems is looking for you to join our Electromagnetic Warfare Operating Unit as a Production Operations Manager 3 based out of Baltimore, MD.
You will support the Electromagnetic Warfare (EMW) Operating Unit (OU) within the Advanced Mission Capabilities Business Unit. This position is both a functional manager with direct reports and a Project Leadership. You will interface between the Business Unit and Manufacturing. You will be responsible for schedule management and cost accountability of Manufacturing activities for this Business Division.
What You’ll Get to Do:
Act as the primary manufacturing liaison to program management for development and execution of the manufacturing strategy and production
Create and lead teams to establish and executive manufacturing strategy in support of program execution
Understand and report on Manufacturing Operations status at the required level of detail to the Program Manager, Sector Executive Management and customers
Assess project and technical issues; develop and drive action plans and resolutions to meet productivity, quality, and stakeholder satisfaction goals and objectives
Manage Manufacturing cost and schedule performance; develop mechanisms for monitoring project progress and for intervention and problem solving with program managers, engineering, suppliers, line/cell managers, and customers
Ensure Manufacturing has the needed resources (resources Manufacturing needs as well as allocation of resources from Manufacturing) to execute the programs
Coordinate and lead the preparation of proposals; prepares and reviews all manufacturing basis of estimate justifications, creates master production schedules, and coordinates material planning and production scheduling to include all aspects of producing product through delivery
Drive continuous improvement through mitigating risks and realizing opportunities
Serve as Functional Manager and direct the work of your reporting Operations Project Managers; mentor, develop, and assess direct reports
Perform manpower planning and execute hiring to support the Business Division
You must have demonstrated ability in working with cross organizational teams and customers. You are comfortable setting and clearly articulating goals/priorities and successfully communicating them to key staff. You have strong leadership skills with a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention.
Basic Qualifications:
A Bachelor's degree with a minimum of 8 years of experience in Project/Program Management, Manufacturing, Engineering, or other related discipline; Master’s degree with a minimum of 6 years of work experience in Project Management, Manufacturing, Engineering, or other related discipline; 12 years of experience in Project Management, Manufacturing, Engineering, or other related discipline may be considered in lieu of degree requirement
Experience as a Functional Manager or Program Manager, and leading people across large organizations
Experience using Earned Value Management Systems (EVMS), Basis of Estimate preparation, and/or Integrated Master Schedule (IMS) development
Experience with cost, schedule, project leadership, and/or process improvement
Experience acting as a liaison between multiple disciplines to solve complex problems with limited resources in a timely manner
Experience troubleshooting and developing creative solutions to meet customer demands
Experience driving continuous improvement through mitigating risks and realizing opportunities
A current/active DoD Secret Security Clearance is required
The ability to obtain and maintain a DoD SAP (Special Access Programs)
U.S. Citizenship required
Preferred Qualifications:
Project Management Professional (PMP) certification
Technical project management through different parts of the program/project life cycle
Manufacturing experience of defense related electronics
Experience working with manufacturing and engineering systems – MRP, SAP, ISE/CADSTAR, MPLM
Experience with continuous improvement techniques – Six Sigma, Kaizen, LEAN, Red X, etc.
Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions
Experience with Root Cause Corrective Action (RCCA) Investigation type activities
Experience working in diverse contract types (CPFF, CPIF, FFP)
Experience with data mining/manipulation & presentation
Expertise in executive leadership (Director or VP level) communication and engagement

Primary Level Salary Range: $167,500.00 - $251,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
