Procurement Specialist
Job Title: Procurement SpecialistJob Description

The Procurement Specialist will play a crucial role in collecting technical information for the development of proposals for city services, supplies, and equipment. This position involves writing Requests for Proposals (RFPs) to meet the city's needs or the needs of internal customers, and monitoring, analyzing, and incorporating changes from legal documents and internal supply market drivers into customer requirements.

ResponsibilitiesCollect or assist in collecting technical information for proposal development.Write Requests for Proposals (RFPs) to meet city and internal customer needs.Monitor, analyze, and incorporate changes from legal documents and supply market drivers into customer requirements.Confer with supplier representatives to ensure full understanding of bid requirements and respond to inquiries from vendors and the public.Update contract reports and ensure contracts are renewed timely.Work with the City Attorney or designee to draft new contract templates.Administer procedure requisitions, change orders, and sole source justifications requested by departments.Manage department relationships, responding to procurement and sourcing requirements and questions.Perform contract administration duties and maintain contract documents.Process requisitions and change orders in a timely manner.Receive and review requisitions, specifications, and scopes of work and translate documents into the appropriate acquisition process (RFP, IFB, RFQ).Analyze bids and proposals to determine the lowest responsible bidder and refer to department staff for review and contract award.Essential SkillsProcurementSupplier managementVendor managementVendor sourcingPurchasingContract managementStrategic sourcingAdditional Skills & QualificationsBachelor's Degree in Public Administration, Business Management, Contract Management, or a related field.3-4 years of experience in governmental purchasing or contract management, or an equivalent combination of education and experience.Virginia Contract Officer (VCO) certification within 24 months of employment.Work Environment

The work environment is fully onsite, with a flexible schedule that allows for a start time of 8:00 AM or 8:30 AM, ending at 5:00 PM with a 30-minute lunch break. The team is structured with a CFO, Purchasing Agent, two Contract Specialists, and an administrative assistant/buyer. Depending on the project, the Procurement Specialist may work directly with the engineering department. The atmosphere is calm and collaborative, with a strong emphasis on inclusivity and respect, making it an ideal place for someone seeking a long-term role.

Pay and Benefits

The pay range for this position is $41205.00 - $60633.00/hr.
