PROCUREMENT OFFICER

•    Issue and manage Requests for Quotation (RFQ) and Requests for Proposal (RFP) to manpower suppliers and agencies
•    Conduct detailed commercial analysis and evaluations of supplier proposals, focusing on quality, price, and delivery speed
•    Generate and maintain monthly Procurement and Supply Cost Reports to track expenses and savings
•    Prepare cost-benefit analysis reports for review by management, highlighting potential financial impacts
•    Review and assess suppliers' key performance indicators (KPls) to ensure targets for cost, service, and quality are met across all operating centers
•    Evaluate and categorize vendors based on established criteria to ensure quality and performance standards are upheld
•    Maintain an up-to-date supplier pricing catalog within ERP systems, generating monthly price variance reports
•    Monitor and communicate savings achieved from cost reduction initiatives, including sourcing events and value engineering projects
•    Develop various award optimization scenarios to minimize total cost of ownership and conduct post-implementation variance analysis
•    Assist in benchmarking and opportunity assessments to identify new sourcing opportunities
•    Support procurement managers in developing and administering supplier assessments, scorecards, and analytics to enhance supplier performance
•    Conduct risk management assessments related to supplier vulnerabilities, sourcing options, and material availability
•    Review internal and external audit and QA/QC reports to ensure compliance with quality standards
•    Develop and monitor quality metric requirements for contractors and vendors, preparing reports to identify trends and non-conformances
•    Categorize and assess potential and current vendors through due diligence and performance evaluation coordination
•    Regularly monitor vendor performance to ensure compliance with quality and service expectations
•    Provide quality input to procurement packages, requisitions, and technical evaluations, focusing on continual improvement through data analysis techniques and quality tools
•    Be prepared to undertake additional duties and responsibilities as required by operational needs

Bachelor Degree in a related field, or equivalent

Minimum 06 years of related work experience in similar industries

•    Procurement administration
•    Preferred experience with outsource manpower procurement
•    Reasonable knowledge of contract terms and conditions
•    Negotiation skills
•    In depth knowledge & experience in dealing with high Value & Complex Tenders
•    Support colleagues to develop knowledge, skills and competencies
•    Show understanding of tasks and responsibilities and achieve targets timely
