Role Purpose

To supervise and manage procurement team and procurement activities in compliance with Saudi local market and other Client’s Projects requirements and company policies, ensuring timely, cost-effective sourcing process of goods and services while supporting Saudization objectives and organizational goals.

Key Responsibilities

Procurement OperationsEnsure daily procurement activities, including Material / Purchase requisitions, RFQs, and purchase orders are carried out to meet project timelinesSupervise and Co-ordinate the development of TBE and Non-Material Requirements (NMRs) review process by Engineering and Projects Team Ensure good communication with all stakeholders to ensure timely and accurate processing of procurement requests meeting Projects requirements.Good Awareness of Saudi local market’s Procurement Processes and Procurement Requirements Vendor & Supplier ManagementKnowledge of Saudi local market’s 9COM / 9 CAT approved vendorsKnowledge of local and international suppliers regarding quality, price, and delivery performance.Negotiate contracts and agreements to achieve cost savings and favorable terms.Maintain strong relationships with vendors to receive their quotations and responses in time. Compliance & Regulatory RequirementsEnsure adherence to Saudi procurement laws, regulations, and company policies.Support Saudization initiatives by prioritizing local suppliers and workforce development.Maintain accurate procurement documentation for audits and compliance checks.Budget & Cost ControlMonitor procurement team budgets, manhours and identify cost-saving opportunities.Analyze market trends and recommend strategies for competitive sourcing of vendor quotations.Team LeadershipSupervise and mentor procurement staff, ensuring alignment with company objectives.Assign tasks and monitor performance to maintain efficiency and accuracy.Continuous ImprovementIdentify procurement process gaps and implement lessons learned and improvements for efficiency.Support ERP system enhancements and digitalization initiatives.Skills & QualificationsNationality: SaudiBachelor’s degree in engineeringMinimum 10 years of experience in procurement or purchasing, preferably in Oil & Gas or EPC sectors.Preferably worked and supported procurement activities during Engineering / Design Phases of Saudi local market’s ProjectsStrong negotiation and communication skills.Proficiency in ERP systems and MS Office.Knowledge of Saudi local market procurement procedures and regulations.Ability to manage multiple priorities and meet deadlines.Key CompetenciesTeam PlayerLeadership and team management.Vendor relationship management.Strategic thinking and cost optimization.Compliance and ethical standards.Excellent Knowledge of MS Office ToolsStrong communication skills.
