Preconstruction Senior Project Engineer

The Preconstruction Senior Project Engineer serves as an experienced and highly collaborative member of the Program Management team, supporting the delivery of major alternative delivery and P3 initiatives. This role provides advanced engineering, coordination, and process management support across Pre Let project development and Preconstruction activities. The Sr. Project Engineer works closely with the Client, General Engineering Consultant (GEC), and PMC Project Director, Project Manager, and planning, engineering, environmental, communications, public involvement, procurement, legal, project controls, construction, utilities, traffic, and right of way teams to help advance complex infrastructure projects, ensuring accuracy, consistency, and high-quality execution of technical and contractual requirements. Key Responsibilities: Process Support & Technical Coordination: * Support development, coordination, and tracking of deliverables, technical submittals, and phase based work plans. * Assist in analyzing contract requirements, ensuring engineering inputs and supporting documentation meet the agreement structure, milestones, and compliance expectations. * Coordinate technical inputs across disciplines to support the preparation of Phase Development Work Plans, risk-related inputs, and milestone progress documentation. * Participate in partnering and steering committee meetings by preparing materials, supporting technical discussions, tracking engineering action items, and maintaining documentation. * Assist with assembling materials for supplemental agreements, change processes, risk allocation considerations, and updates tied to contract requirements. * Assist in public involvement and stakeholder coordination to maintain accuracy and consistency between Agencies, communities, and project partners. * Assist in development of GEC task order and job orders. * Assist the Project Manager with all project controls activities, by supporting setting expectations for General Engineering Consultants to manage scope, schedule, risk, and budget. * Understand and support with analyzing project p6 schedules. Pre Let Engineering & Project Development: * Support the development, coordination, and review of Pre Let deliverables including concept reports, technical memos, preliminary plans, environmental documentation, and cost estimates. * Assist with multidisciplinary technical reviews to ensure accuracy, consistency, and compliance with design policies, GDOT standards, and project goals. * Help coordinate with technical SMEs in engineering, environmental, utilities, traffic, ROW, public involvement, communications, and geotechnical disciplines to integrate engineering data into project development. * Support engineering aspects of RFQs, RFPs, and technical provisions for procurement packages. * Contribute to risk identification and mitigation activities through review of engineering constraints, early engineering analyses, and updates to risk registers. Project Controls, Coordination & Documentation: * Prepare and assist in assembling project reports, technical summaries, schedule updates, progress metrics, and meeting materials. * Support schedule development, reviews, and tracking by coordinating engineering updates for key milestones and Pre Let activities. * Assist with QA/QC tracking, version control, document coordination, and ensuring alignment between technical documents and contractual requirements. * Participate in internal and external meetings, capturing engineering follow ups and coordinating responses among technical teams. * Provide support in outreach, technical presentations, and communication materials when engineering input is needed. **What You'll Do:** + Uses senior-level technical expertise to consider broad range of engineering solutions. + Responsible for the discipline-specific planning, work distribution, and leadership and adherence to the schedule, and budget on complex or unusual engineering projects. + Assists in marketing responsibilities, including proposal generation. + Develops scope of work and level of effort and manages adherence to scope and budget on complex or unusual engineering projects within discipline. + Oversees completeness and accuracy of project team’s work within the technical discipline. + Provides technical guidance and mentoring to team members to achieve overall project objectives on complex or unusual engineering projects. + Coordinates technical aspects of the project with client counterpart and teaming partners at staff level for work within the discipline on complex or unusual engineering projects. + Leads discipline delivery on larger, multi-disciplinary projects.
