This role will be allow the Engineer to work with one of Crowley’s most unique vessels. *What You'll Do:* The DEL MONTE is a retired break-bulk vessel, converted to a training platform, and extensively modified post-conversion. The vessel has no operating propulsion and is semi-permanently berthed at a Navy Base in Norfolk, Virginia. Multiple deployments are conducted yearly. The DEL MONTE Port Engineer is responsible for coordinating and overseeing the operation, maintenance, repair, modification, and safety of the vessel, and equipment. This proactive, hands-on position requires an on-site presence, overlapping engineering and deck operations skills and knowledge, and a strong sense of self-directed responsibility. *Key Responsibilities:* · Serve as Technical Representative between CGS, the vessel operator (USN), and the owner (MARAD). · Serve as Technical Representative between CGS, the vessel operator (USN), and the owner (MARAD). · Generate specifications for repairs and modifications, conduct ship checks, and solicit Bids from contractors. · Assemble complete bid packages and submit to Procurement for Purchase Order approval and issuance. · Manage all contracted work through completion. · Procure equipment and materials as directed by the operator, solicit Bids from suppliers, assemble complete bid packages and submit to Procurement for PO approval and issuance. · Manage procurements through delivery. · Consult with vessel operator regards repairs, modifications, upgrades, and preparations for vessel deployment. · Operate vessel’s equipment including cranes, winches, systems, and SSDGs. · Develop shipyard repair specifications and assemble 5-year shipyard work packages. · Assist with Bid process, award recommendation, and supervise SY work. · The last shipyard availability was completed in 2024. · Provide direct technical oversight during repairs, overhauls, and capital projects. · Supervise underway and mooring operations. · The P/E works with operator’s crew. · Write specifications for tow support, source bids, and supervise tow contracts. · Coordinate with classification societies, regulatory bodies, and the ship management company. Ensure regulatory inspections are scheduled timely. · Track work performed and materials delivered, make cost adjustments and update financial information to allow for invoice processing of invoices. · Manage budgeted funding and plan future expenditures. *Education & Credentials:* · A combination of education and experience gained while in the performance of duties that clearly demonstrate effective management of maintenance and repair of ocean-going ships. · Bachelor’s degree in marine engineering or a related field preferred; · USCG license and/or Maritime graduate preferred. · Valid driver’s license and Passport required. TWIC is not required. · Must be able to obtain a DOD Common Access Card. · Must have or be able to obtain a Security Clearance. · U.S. citizenship required due to federal contract requirements. *Experience:* · A recommended minimum of 3 years’ experience as a Port Engineer having managed and negotiated at least 2 shipyard availabilities for ships not less than 4,500 dead weight tons (DWT), and with a contract award value greater than $1,000,000.00. · Experience gained while employed by a shipyard or while serving in the military may be applicable towards meeting this requirement if the duties and responsibilities of the positions are substantially the same as a PE. · This experience shall demonstrate an ability to effectively manage and negotiate projects such as shipyard dry dock overhauls and other types of repairs. · A recommended minimum of 2 years’ experience serving aboard ocean-going ships of not less than 4,000 HP as either a Chief Engineer or a First Assistant Engineer. · This experience shall demonstrate effective management of maintenance and repair of ocean-going ships. *Technical Skills:* Proficient in Microsoft Office 365 products, including Excel, Outlook, Word, PowerPoint, and Teams. Knowledge of NS5 ship management software is preferred. *Working Conditions:* Works both inside an office environment and outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders.
