Experience

:

Three (3) years of relevant experience:

• Handling positions with supervision functions and managing teams in implementing learning and development/capability building interventions, programs, projects and activities; and

 

• In position/s involving development (learning needs analysis, designing, implementation, management, monitoring and evaluation) of L&D programs including instructional/learning materials development, and serving Resource Persons/Learning Facilitator on training the trainers topics and L&D expertise.

JOB DESCRIPTION

Under the direction of Division Chief (DC) and with limited exercise of independent judgement, Shall be responsible for the development and management of the learning and development (L&D) policies and plans, design, implementation, evaluation and monitoring of implementation of the DSWD Academy’s related programs, projects, and activities while maintaining SWD Qualification Standards aligned to PQF, PRC, CSC, and other international standards; lead the competency assessments, benchmarking, and other research activities as basis for the development of the DSWD Academy Professional learning and development programs and career pathways for Social Service Workforce; and do other related work.

Functions and Responsibilities:

1. Responsible for performing overall capability building and learning and development roles and functions;

2. Undertakes the conceptualization of capability building and learning and development programs including course designs, curriculum development, research, and assessment of the competency requirements;

3. Coordinates and collaborate for system development on the capability building and learning and development programs and projects of the DSWD Academy;

4. Plan, prepares and enhances training proposal/training design;

5. Manages or facilitates actual conduct of capability building and learning and development interventions;

6. Conducts capability building and LDI’s evaluation, prepares and submit necessary reports;

7. Develops and enhances training manuals/modules in collaboration with concerned stakeholders;

8. Support the preparation of work programs and work and financial plans of the Division;

9. Provides technical assistance to Offices, Bureaus, and Services (OBS)/Field Offices (FOs), SWD partners and other stakeholders on training design, capability building and LDI’s reports, etc.; and

10. Performs other tasks as may be required by the Chief and/or the Director.

1. CPD Application and Completion Reports for target LDI’s;

2. Documentation Reports/Proceedings/Executive Summary Reports;

3. Activity Proposal;

4. Evaluation Summary with Recommendations;
