JOB DESCRIPTION
Under the supervision of the Section Chief and Division Chief, the Project Development Officer III (PDO III) shall perform key functions in the evaluation of new Social Welfare and Development (SWD) models of intervention and existing programs and services. Its primary function is to evaluate social technologies to assess its relevance, effectiveness, efficiency, and sustainability. The position is also responsible in the development of advocacy materials, manage, track, and consolidate completed social technologies developed and evaluated. The PDO III is also responsible for promoting and advocating for completed social technologies and performing other related tasks concerning the sectors catered and special assignments performed by the Division.
Functions and Responsibilities:
1. Develop and update the evaluation design, framework, and tools.
2. Conduct process, outcome, and impact evaluations of developed and pilot-tested social technologies.
3. Coordinate and manage field validation and assessment activities.
4. Analyze evaluation data and prepare reports.
5. Provide recommendations for technology enhancement, adoption, replication, or institutionalization.
6. Prepare and submit the evaluation report and presentations for management and stakeholders.
7. Maintains and updates the portfolio database of completed social technologies, including the status of adoption, institutionalization, and implementation coverage.
8. Tracks and consolidated performance reports from Field Offices and partners on the utilization and outcomes of completed technologies.
9. Prepare portfolio summaries, dashboard and briefs highlighting the progress and impact of completed technologies.
10. Leads advocacy, promotion, and communication activities to promote tested social technologies and raise awareness of their benefits.
11. Facilitates partnerships and linkages with relevant agencies and institutions for wider replication
12. Perform other related tasks concerning special assignments and other Division deliverables.; and
13. Perform other related tasks and special assignments as assigned.
