JOB DESCRIPTION
Under the direction of the Legal Service (LS) Director. The Attorney V is responsible in overseeing the efficient and effective delivery of Legal Service functions of the Legal Management Division through substantial supervision and coaching of personnel; reviews the output of Action Officers; response on legal opinion and other legal query pertaining cases, provide legal advice to the Department Secretary and/or OBSUs, represents the Department head in courts, administrative bodies, conferences and other related offices; drafts pleadings, conduct investigations in administrative proceedings, conducts legal studies, attends TWG meetings in Interagency meetings, Congress, Court, or other tribunals, designate as Hearing Officer, and other related tasks.
Functions and Responsibilities:
1. Designated as Division Chief of the Legal Management Division (LMD), supervising the work of staff and other related technical tasks assigned.
2. Guides and advises the head of office and relevant Department officials on pertinent legal matters;
3. Represents the Department head in courts, administrative bodies, conferences and other related offices;
4. Conduct investigations in administrative proceedings;
5. Review on the responses to queries and act on complex legal issues;
6. Review on the comment on the legality and appropriateness of contracts, deeds, memoranda, correspondences and related documents submitted to the LS;
7. Prepares legal opinions on pertinent legal documents;
8. Provides legal counseling to officials, personnel and clients; and
9. Does other related duties and responsibilities.
Job Outputs:
1. Memoranda for legal opinions and letters for communication on pertinent legal documents;
2. Draft of pleadings such as Petitions, Comments, Manifestations, Complaints, Affidavits or other pleadings that may require by Court or other tribunals;
3. Draft of documents and instruments such as contracts, deeds, memoranda, correspondences, and affidavits;
4. Review Position Papers;
5. Representation in the Inter-agency meetings, Congress, Court, or other tribunals.
