JOB DESCRIPTION

Under the immediate supervision of the Legal Service – Legal Management Division Chief (DC), the Attorney III is responsible for the drafting for the legal opinions and responses to legal queries, reviewing and drafting the contracts and/or agreements, conducting legal studies, commenting on laws, rules, policies and guidelines, crafting position papers on legislative bills, providing technical assistance and extending legal advice to offices in the Central Office (CO) and Field Offices (FOs), attached and supervised agencies (ASAs), engaging in trial work, and providing other related legal functions.

Functions and Responsibilities:

1. Serve as Hearing Officer or Prosecutor in Administrative Cases;

2. Represent the Department head in courts, administrative bodies, tribunals, conferences and other related offices;

3. Guide and advise the head of office and relevant Department officials on pertinent legal matters;

4. Take action and/or prepare responses to legal queries and act on complex legal issues;

5. Prepare comments, inputs, and/or recommendation on the legality and appropriateness of contracts, deeds, memoranda, correspondences and related documents submitted to the LS;

6. Draft and review complicated legal documents and instruments such as but not limited to contracts, deeds, memoranda, correspondences, position papers, and affidavits;

7. Prepare legal opinions on laws, rules, policies, bills, and guidelines;

8. Provide legal counseling to officials, personnel and clients involving DSWD’s social protection mandate; and

9. Does other related duties and responsibilities.
