JOB DESCRIPTION
Under general supervision with some latitude for the exercise of the independent judgement, he/she shall be engaged in moderately responsible work pertaining to the development, implementation, monitoring and evaluation, and continuous enhancement of educational support programs and other learning and development interventions for DSWD employees.
Functions and Responsibilities:
1. Acts as Lead Focal for Foreign-Funded Scholarship and Training;
a. Proactively identify and vet global training opportunities, scholarships, and short courses from NGOs, academe, and international partners;
b. Coordinate with oversight agencies (e.g. CSC, NEDA, DFA) and external partners to align the Department’s educational programs with national and international frameworks;
c. Foster and maintain collaborative professional relationships with both internal departments and external training institutions;
d. Conducts periodic review and proposes enhancements/changes to the educational support policy;
e. Oversee the call for nominations and the rigorous initial screening/evaluation of all educational support applications;
f. Review and facilitate the preparation of legal and administrative documents, including Board/Committee Resolutions, Referendums, Contracts, and Endorsement Letters;
g. Monitors and maintains the foreign scholarship, training, and other short courses databases/HRMIS;
h. Evaluate incoming invitations from various sectors to determine their suitability for DSWD personnel development;
i. Supervise the preparation and processing of Obligation Request and Status and Disbursement Vouchers (ORS-DV) for stipends and tuition, ensuring adherence to financial and auditing regulations; and
j. Review and facilitate the issuance of memoranda and official correspondence related to the facilitation of human resource development programs;
2. Performs Secretariat functions for the Human Resource Development Committee (HRDC), formerly Personnel Development Committee (PDC), ensuring high-level coordination of meetings and accurate documentation of policy decisions;
3. Collaborates closely with internal offices and fosters strong relationships with external stakeholders;
4. Provides technical assistance to Offices, Bureaus, Services (OBS), and Field Offices (FOs) regarding scholarship protocols.

1. Notice of Meeting and Provisional Agenda, minutes of meeting, and summary of agreements;
2. Presentation deck and materials for meetings, briefings, and other activities;
3. Human Resource Development Committee (HRDC), formerly Personnel Development Committee (PDC), resolutions, referendum, and related correspondence;
4. Special Orders;
5. Obligation Requests and Disbursement Vouchers;
6. Official Scholarship/Grant documents/records, such as contracts, Educational Support Forms, and others;
7. Database of Educational Support Program;
8. Accomplishment Reports (Quarterly, Semestral, Annual);
9. Feedback report, memoranda, and other communications.
