Salary Range: $75,000 - $85,000/annually
Job Summary:
The Payroll Manager is responsible for the oversight and management of a timely and accurate payroll process. This position is responsible for proper review, reconciliation, audit and reporting of the payroll process. Knowledge of and adherence to state and federal tax laws and labor regulations (FLSA, FMLA) and ensuring that proper policies, procedures, and guidelines are in place and maintained. The Payroll Manager will be a subject matter expert (SME) within the Human Resource Information System (HRIS) regarding payroll process and collaborate with the Human Resource department to ensure data is maintained accurately.
Essential Job Duties:
+ Review and reconcile bi-weekly payroll to ensure staff are paid accurately, with appropriate deductions and taxes.
+ Analyzing payroll reports for appropriate job codes, cost centers, and allocations.
+ Validate payroll information, including salary changes and pay adjustments.
+ Create, maintain and communicate payroll policies and procedures.
+ Ensuring completion and accuracy of quarter and year end processing.
+ Review, approve and reconcile payroll entries into the general ledger system.
+ Train staff/supervisors on payroll reporting and timecard responsibilities.
+ Participate and assist with agency’s annual staffing budget.
+ Ensure we follow all State and Federal labor and payroll tax laws.
+ Assist with payroll related schedules on various cost reports.
+ Administer and maintain payroll systems, ensure data integrity and assist with implementation of system upgrades and enhancements. Conduct periodic audits within the HRIS to ensure the system is working correctly.
+ Responsible for maintaining proper enrollment, remittance, and reporting with retirement plan.
+ Responsible for review and issuance of annual W-2’s.
+ Monitor and resolve payroll discrepancies, identifying, analyzing and resolving issues promptly and accurately.
+ Update agency mileage reimbursement per IRS guidelines, updating and ensuring adherence with the applicable policy and the agency mileage software.
+ Ensure proper management of third-party sick benefits.
+ Communicating with staff to resolve issues and provide information and updates.
+ Actively participate in team meetings and attend departmental meetings as needed.
+ Collaborating with Human Resources to ensure consistency of processes and promote teamwork.
+ Liaison with software vendors.
+ Acting as main point of contact for payroll inquiries from tax authorities.
+ All other duties as assigned
Skills:
+ Payroll processing experience using established software products.
+ Familiarity with local, state, and federal labor standards.
+ Understanding financial principles and the ability to reconcile payroll with financial records.
+ Proficiency with Microsoft Office and HRIS systems.
+ Strong detail orientation, time management, communication, interpersonal and organizational skills. Ability to meet payroll deadlines and manage multiple priorities.
+ Maintain confidentiality and data security standards for all payroll-related information.
Minimum Education Required:
Bachelor’s Degree in a Finance related field, with 3+ years of experience
OR
Associate’s degree in a Finance related field with 8+ years of relative experience
Minimum Experience Required:
+ 3+ years previous payroll management experience
License/Registration/ Certifications Required:
+ HR Certification preferred but not required.

+ New Hire Orientation
