MNIT Administration supports systems that power the agency’s diverse responsibilities, including procurement, construction projects, leases, and state property maintenance. As a MNIT Operations Manager you will serve under the leadership of the Chief Business Technology Officer (CBTO). This position establishes and drives the planning, operations and culture for the Department of Administration (Admin), Bureau of Mediation Services (BMS), and the Public Employment Relations Board (PERB) in a manner that partners with and advances the goals of the agency while aligning with and supporting MNIT’s strategic priorities and services. This position is a senior IT executive for their state agency-based office, which requires executive leadership, strategic vision, timely execution and performance as a partner to the business and MNIT. This position will direct the IT activities of 26 Admin divisions, all IT activities at BMS and PERB with both agency-based, and Enterprise Service based MNIT staff. This role will direct the overall management, performance, and operations of all MNIT work units, including budget, planning, and technical oversight. **This position requires an employee to be onsite at 50 Sherburne Ave, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Resume tips available** here (https://mn.gov/mnit/about-mnit/careers/hiringprocess.jsp) **:** Position requires a minimum of six (6) years of direct hands-on experience in information technology with responsibility for IT infrastructure, applications, facility automation, operations, finance, procurement, strategic planning, relationship management, troubleshooting and service oversight with complex IT environments. Experience must include: + Three (3) years of supervisory experience + Demonstrated experience providing leadership in the implementation, operation, and modernization of enterprise information systems within a large, complex, heterogeneous technical environment, including oversight of IT application and infrastructure support teams serving multiple organizations simultaneously. + Demonstrated, current hands-on experience in infrastructure architecture, design, migration, and operations across on-premises and cloud environments (Azure and AWS), including data security classification requirements and IT cost estimation, tracking, and management. + Demonstrated, current hands-on experience supporting large, complex facilities management systems and associated network environments, including HVAC, power management, video and physical security, life safety/alarm systems, and parking and transit management applications. + Demonstrated, current hands-on experience with enterprise business applications supporting procurement, insurance, risk management, statistical analysis, real property, legal case management, surplus/auction, and fleet management functions within a matrixed organization, including coordination with both direct-report staff and non-direct service providers. + Demonstrated, current hands-on experience in disaster recovery planning and implementation, service level agreement (SLA) development and management, and application portfolio management, including lifecycle evaluation and planning. + Demonstrated ability to communicate clearly and effectively to foster mutual understanding, and guide teams through change. + Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, complemented by formal or informal leadership and people engagement skills to deliver positive user experiences and high-performing results.
