Overview ***This position is physically located in the Philippines in support of LOGCAP*** Under the supervision of the Facilities Operation & Maintenance – Site Lead / Night (Mech Eng), the Mechanical / HVAC-R Foreman will support the Site Lead / Night (Mech Eng) in supervising the management and delivery of comprehensive technical services associated with Facilities Maintenance for the MEP, HVAC/REF, FDAS & FirePro systems and facilities at various sites within the V2X account, specifically at Agila Shipyard Subic, situated in Subic Bay Freeport, Philippines. This position entails the supervision, managing, and reporting of maintenance, safety, quality, compliance, and budgetary considerations to guarantee that all MEP, HVAC/REF, FDAS & FirePro systems and facilities adhere to organizational standards, thereby ensuring a safe and functional environment for both employees and clients. Tasked with overseeing and managing MEP, HVAC/REF, FDAS & FirePro systems & facility operations, preventive maintenance, repair, & system improvement activities in accordance with the LOGCAP V contract to guarantee safety, quality, compliance, and mission preparedness. Serve in the capacity of an Assistant or Deputy Mechanical Engineer when the Site Lead / Night (Mech Eng) is unavailable, fulfilling the associated roles and responsibilities. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Serve in the capacity of an Assistant or Deputy Mechanical Engineer when the Site Lead / Night (Mech Eng) is unavailable, fulfilling the associated roles and responsibilities. + Supervising of HVAC – R Tech, HVAC Mechanic, & FDAS & FirePro tech: Supervise the activities of HVAC – R Tech, HVAC Mechanic, & FDAS & FirePro tech to guarantee that tasks are executed accurately, safely, and punctually. This includes the planning, scheduling, and coordination of electrical project operations. Organizing daily work schedules and assigning tasks to members of the electrical team. The position necessitates robust leadership abilities, a comprehensive knowledge of electrical systems, and the capacity to handle several tasks at once. Additionally, it requires outstanding organizational skills and the capability to perform effectively under pressure while adhering to strict deadlines. + Coordinating Maintenance: Supervise the daily operations and maintenance of Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro systems and facilities, as well as the support of building systems that include electrical systems, and safety. Engage in communication with other members of the Mechanical, Plumbing, and HVAC/Refrigeration systems and facilities maintenance team, which consists of engineers, the general contractor, and V2X stakeholders. + Safety and Risk Management Compliance: It is essential to ensure that all operations adhere to safety regulations and company policies. This includes performing regular safety inspections, recognizing potential hazards, establishing safety procedures, and participating in training for Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro staff. Ensuring that the CFWA (Critical Facility Work Authorization), PTW (Permit to Work), MOS (Method of Statement), HIRAC (Hazards Identification, Risk Assessment and Control) is well understood process among the building staff, engineers, tenants, and contractors engaged in work on the critical infrastructure of the building. + Troubleshooting and Repair: Leading all the Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro staff to diagnose significant system failures and equipment issues and perform repairs and maintenance on Mechanical, Plumbing, and HVAC/Refrigeration devices.Inspecting completed work and troubleshooting Mechanical, Plumbing, and HVAC/Refrigeration issues. Proficiency in various Mechanical, Plumbing, and HVAC systems, such as Generators, Packaged Air Conditioning Unit(PACU), Dehumidifiers, Refrigerated Cold Storage Containers, Ceiling Cassette Air Conditioning (CCAC), Floor Standing Air Conditioning units, Split Type Air conditioning unit, Fan Coil Units (FCU), Air Compressor, Air-conditioning compressors, Air Conditioning Condenser Fans/Blowers, Extract/Exhaust Fans, Fire Protections Diesel Pump/Engines, Fire Protection sprinkler systems, Water Heaters, Domestic Water & Sewage Water Pump systems. + Project Planning and Execution: Organize, timetable, and carry out Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro maintenance related projects from the beginning to the end, which involves identifying project needs, establishing timelines, calculating expenses, and collaborating with other departments or contractors. Oversee Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro systems and facility maintenance-related projects, including upgrades, renovations, relocations, expansions, testing and commissioning, as well as decommissioning, ensuring that all initiatives are completed on time and within the designated budget. + Ensure meticulous documentation of Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro systems, operational facilities, and maintenance activities, including work orders, time sheets, and equipment maintenance logs. Accurately record maintenance activities and inspections of equipment. + Ensuring a Safe Environment: Uphold a secure and efficient workplace that adheres to applicable regulations and laws. Regularly assesses existing maintenance, operational, and reliability strategies, and enacts modifications to improve efficiency in maximizing value-driven performance. + Collaboration: Collaborate with project managers, engineers, and other stakeholders involved in the operation and maintenance of Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro systems and facilities to ensure effective communication and coordination throughout the project. + Record Management: Maintain precise documentation of Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro systems, facilities operation and maintenance & project activities, encompassing work orders, time sheets, and equipment maintenance logs + Reporting and Analysis: Prepare and present periodic reports regarding electrical systems and facility operations, performance indicators, and enhancement initiatives to the FO&M Site Lead / Night (Mech Eng). Ensuring precise Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro system and facilities maintenance documentation and overseeing budgets. Preparation and Submission of Daily, Weekly, and Monthly Reports of all Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro activities. + Stakeholder Engagement: Collaborate with internal stakeholders to ensure that Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro systems and facility operations are in harmony with the organization's goals and objectives. Serve as the sub-primary contact for electrical systems and facilities operations at various V2X sites. + KPI’s / Performance Metrics: + High client/stakeholder satisfaction score. + Consistent and efficient communication within V2X organization internally, and with the client/stakeholders. + Continuous improvement in the following: + Employee morale and contentment + Client satisfaction. + Initiatives for improvements and cost savings for both the client/stakeholders and V2X. + Feature delivery timelines met + Compliance with V2X standards + Strictly ensure zero accidents on account. + Ensure that the KPI objectives for the account are achieved. Qualifications + Qualifications: + Minimum Qualifications: + Graduate of Bachelor of Industrial Technology – Major in Mechanical Technology or Graduate of Bachelor of Science in Mechanical Engineering. + Must possess a valid PRC license as a Registered Master Plumber (RMP). + Required either one of BOSH, COSH, DOLE SO1, or SO2 qualifications. + Possessing TESDA Transport Refrigeration and Air Conditioning Servicing NC-2 Certification is an advantage. + Aerial & Scissor Lift or Mobile Elevated Work Platform (MEWP) Certification and Trainin g is an advantage. + Possessing TESDA Scaffolding Erections & Scaffolding Works NC-2 qualifications is an advantage. + Possessing OSHA, NEBOSH, IOSH, or Fire Safety qualifications is an advantage. + Required to possess either Level 1 or Level 2 Thermographer qualifications and must have a minimum of 3 years of experience in conducting Annual Electrical Thermal Scanning inspections, testing, and corrective maintenance. + Must be a local Filipino Citizen + A valid Driver’s License (Code: B or B1) is required for all Labor Categories in the Philippines + Experience: + Required appropriate knowledge and experience in Facilities Operation and Maintenance Management. + A minimum of 5 years of practical experience in Mechanical, Plumbing, HVAC/Refrigeration, & FDAS & FirePro Systems and Facilities, whether locally or internationally. + Knowledge & Experience in Electrical systems is an advantage. + Required having a strong background in mechanical, plumbing, HVAC/Refrigeration, FDAS & FirePro systems and the operation and maintenance of facilities, including various including various mechanical, plumbing, HVAC/Refrigeration, & FDAS & FirePro equipment such as Generators, Packaged Air Conditioning Unit(PACU), Dehumidifiers, Refrigerated Cold Storage Containers, Ceiling Cassette Air Conditioning (CCAC), Floor Standing Air Conditioning units, Split Type Air conditioning unit, Fan Coil Units (FCU), Air Compressor, Air-conditioning compressors, Air Conditioning Condenser Fans/Blowers, Extract/Exhaust Fans, Fire Protections Diesel Pump/Engines, Fire Protection sprinkler systems, Water Heaters, Domestic Water & Sewage Water Pump systems, is essential. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity. + The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level. + The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. + Physical Requirements: + Must be able to lift/push/pull 25 lbs.; Work will require walking up and down stairs, prolonged standing, prolonged sitting. + Employee use of personal protective equipment (PPE) is required for some situations.
