Northrop Grumman Defense Systems is currently seeking a Material Pricing Estimating Manager 1. The preferred location for the position can be worked at any Northrop Grumman Defense System site such as: McLean, Virginia; Rocket Center, West Virginia; Huntsville, Alabama; or Linthicum, Maryland.   This position will support the Command Control & Weapons Integration Division.

 This position is responsible for ensuring all proposal bill of materials are prepared and supported in accordance with all applicable Defense Systems Sector procedures and FAR regulations.

Specifically, this position performs the following work responsibilities:

Leads a team of Cost Estimating/Proposal Analysts providing direction and support, while utilizing individual skill sets and providing developmental opportunities through stretch assignments.Ensures that material estimates conform to Customer and FAR Regulatory Requirements.Collaborates and coordinates with proposal technical teams in developing the material estimating strategy by interfacing with Business Management, Procurement, Supply Chain Program Management, Program Office, and Pricing Organizations.Interacts with intersecting functional areas to troubleshoot issues in support of proposal requirements and deadlines.Supports fact finding, audits, and customer negotiations and ensures TINA compliance during all aspects of the proposal process.Working knowledge and demonstrated work experience with estimating and pricing concepts, FAR, TINA, and US Government / DoD Customer expectations.Working knowledge and professional experience with various government contract budget types (i.e. various Fixed Price, Cost Type, and IDIQ)Advanced skill level with Microsoft Office Suite and basic skill level with Costpoint.Strong communication and presentation skills as well as strong problem solving and troubleshooting skillsOther duties as assigned

This position will work a 9/80 schedule, with every other Friday off.

Basic Qualifications:

Bachelor’s degree with 5+ years of pricing or business management experience – OR – Master’s degree with 3+ years of pricing or business management experience  Will consider an additional 4+ years of experience in lieu of educationRequires the ability to obtain  U.S. Government DoD  security clearanceExperience with MS Office Suite

 Preferred Qualifications:  

Knowledge of FAR/DFAR or other applicable government regulations Leadership or people management experienceExperience with U.S. Government, commercial and international proposals

Preferred Requirements:

Experience in Aerospace or government contractingExperience directly or indirectly managing people preferredDegree in Accounting, Finance or Business is preferred5 or more years’ progressive Program Management experience and/or Proposal Management experience on Development Programs (DoD experience preferred) including hands-on proposal development and project planning

Primary Level Salary Range: $104,500.00 - $181,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
