Northrop Grumman Defense Systems (NGDS) is seeking a Manager Systems Engineering 3 to join our team as the Functional Manager (S03) for the Chief Engineers Office, within the Global Command and Control Solutions (GC2S) Engineering Organization. The primary place of performance for this position will be in Huntsville, AL.
The selected candidate will report direct to the GC2S Engineering Director and must be an experienced engineer with a strong engineering background and have previous Functional Management experience. The selected candidate will also be responsible for developing technical talent to broaden and synchronize Chief Engineering talent within the BU and Division.
The individual selected for this role will continue support of their current direct charge work scope up to 50% and perform their functional management responsibilities at 50% indirect. As the Functional Manager of the Chief Engineer’s Office, the selected candidate is expected to provide senior engineering leadership and guidance to the Chief Engineers, Principal Investigators and Engineering Leads within the Chief Engineer’s Office, and additionally bring Engineering value to efforts throughout the BU. The Chief Engineer’s Office consists of ~30 engineers, and the selected candidate will functionally manage ~15 individual contributors and 1 S02 Functional Manager.
Roles and Responsibilities:
The selected candidate for this role will provide consultative support to Chief and Lead Engineers executing on programs and NCTA-funded activities, to ensure consistency for the following:
Execution activities, such as solving execution concerns (e.g. RCCAs, RTGs, etc…), establishing engineering foundation and technical baseline management, including BOE's, startup reviews, proposal color review, SAARRs, independent reviews Accountable for engineering execution on programs and NCTA-funded effortsImplementation of engineering discipline guidance and leadership to programs and NCTA-funded activitiesEngineering reviews, BOE Reviews, Proposal Reviews, and IRAD Reviews.DT Solution Adoption, Common Tools AdoptionAdditionally, the selected candidate will partner with their direct report employees to achieve their career aspirations and will identify opportunities for employees to increase their exposure on programs and within the OUs, and BU. As a Functional Manager, the selected candidate will manage the performance of engineers in their organization aligned with NG leadership behaviors, provide feedback to their employees and review/approve employees’ time charges.
Basic Qualifications

BS in a STEM degree or relevant technical experience5-10 years’ experience performing as technical lead/Chief Engineer for on a Program, IRAD, Capture and/or Proposal5-10 years’ experience performing as a technical lead/Chief Engineer on a priority win pursuit/proposal or major program 5 years’ experience forecasting, and managing program technical or organizational budgets5 years’ experience functionally managing or technically leading a large (i.e. > 20 member) team5-10 years’ experience performing engineering reviews to identify technical risks and opportunitiesPosition requires a current Secret Clearance and ability to maintain a Secret ClearancePreferred Qualifications
MS in Systems Engineering5-10 years’ experience as a Functional Engineering Manager7-10 years’ experience with workforce management, to include staffing, redeploying personnel and forecasting staffing assignments10-15 years’ experience with Engineering Management & Oversight, to include conducting engineering reviews, reviewing BOEs, and confirming technical solutions for proposals5 years’ experience with ITAR, International Licensing Requirements and procedures2-5 years’ experience implementing organization initiatives to achieve objectives and prioritiesTechnical Fellow or Technical Fellow EmeritusSalary Range: $178,500.00 - $257,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
