Northrop Grumman Mission Systems' Global Supply Chain organization is excited to offer an opportunity to join our team of qualified and diverse individuals as a Manager Supply Chain Programs 3, to lead the Global Supply Chain (GSC) organization. This leadership role is located onsite in Elkridge, MD.

The selected individual will be the primary GSC interface for the Long Range Air Defense & Bio-Detection Programs Operating Unit as part of the Land & Maritime Sensors Business Unit (LMS) within the Maritime/Land Systems & Sensors (MLSS) Division and will lead all local GSC personnel in the delivery of the highest levels of program strategy and execution. The successful candidate will work as a crucial member of the site leadership team and will report directly to the GSC Director for LMS.

Essential Functions:

Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of projects within a Program. Acts as the main focal point for the Program Management Office (PMO) for GSC duties and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance. The selected candidate will be a high performing, experienced leader who is goal oriented and well equipped to partner with a wide range of stakeholders to support corporate, sector and division objectives.

Basic Qualifications:

Bachelor's degree with a minimum of 8 years of experience in supply chain management or Master’s degree and a minimum of 6 years of experience in supply chain management (e.g., cost account management, supplier financial reporting/forecasting, and supplier/program/product scheduling or closely related)5+ years of team lead and or management of peopleMust have Earned Value Management (EVMS) experienceExperience with Federal and Defense contracting requirements, including ITAR and FAR/DFARSExperience with MRPExperience developing Supplier Management Strategy to support program needs, cost, and scheduleMust be eligible to obtain and maintain a DoD Secret level clearanceExperience with SAPUS CitizenshipMust be able to work on-site in Elkridge, MD

Preferred Qualifications:

Experience in Control Account Manager (CAM) responsibilitiesExperience with international procurements and supply chainExperienced leadership in developing teams or working with teams &/or mentoring others in career development activitiesExperience working knowledge of DCMA/DCAA and effective interfacing with these organizations.Experience with Earned Value Management Systems and requirements, supplier financial reporting/forecasting, contracting/subcontracting, or supplier/program/product schedulingExperience working with Supplier Performance management to develop management plans and quality improvement via KPI’s and Supplier interfaceExperience in major subcontractor management across different contract types (Cost Plus/Fixed Price)Experience with specifications, drawings & supplier statements of work (SOWs)

Primary Level Salary Range: $162,300.00 - $243,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
