Northrop Grumman Mission Systems (NGMS) is seeking a Subcontract Manager 2 to support the Troy Hill site’s programs out of the Land & Maritime Systems (LMS) Business Unit (BU) within the Maritime/Land Systems and Sensors (MLSS) Division.

Develops subcontract/purchase order specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract/purchase order provisions, selects or recommends subcontractors/suppliers, writes awards, and administers resulting subcontracts/purchase orders.Negotiates and coordinates additions, deletions, or modifications to subcontracts/purchase orders.Participates with contracts administration to develop subcontract/procurement policies and procedures.Lead and grow a high performing team of up to 10 Subcontracts Administrators and Buyers.Manage the full subcontract/procurement lifecycle for the Troy Hill site’s programs in the LMS BU.Ensure priorities align with business objectives, maintain strong program team engagement, and communicate status to NGMS and GSC stakeholders.Essential Skills

Lead, mentor, coach, guide, motivate, challenge, train, and support team of 4-5 subcontract administrators and buyersReview/status proposal and active subcontract/purchase order requirements and ensure those meet customer requirementsDevelopment of negotiation strategies and plansReview and approval of purchase order complianceDevelops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipmentSupport of proposal activities. Prepares bid packages, conducts bidder’s conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontractsReview and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements, Overriding Agreements, etc.)Communication within GSC, Division, Program and business areas of procurement status and issuesSupport leadership meetings with the Program Management Office, GSC, Operations, Quality, Engineering, and other functionals.Basic Qualifications:
Bachelor's degree with a minimum of 8 years of experience working with program and/or project management, business management, logistics and/or inventory management, supply chain, procurement, and/or subcontracts, or a Master’s degree with a minimum of 6 years of experience working with program and/or project management, business management, logistics and/or inventory management, supply chain, procurement, and/or subcontracts
3+ years of People leadership experience with a minimum of 2+ years as a direct supervisor/managerExperience with SAP or related business application softwareExperience with compliance to U.S. Government Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit proceduresUS CitizenshipPreferred Qualifications:
Master’s Degree in Business, Global Supply Chain or Project ManagementExperience with International subcontracting/procurementExperience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments)Experience conducting oral presentations to senior leadershipInternal Northrop Grumman subcontracts/procurement experience5+ years of DoD (DoW) Subcontract Management/Procurement experienceKnowledge of Earned Value Management System (EVMS)Experience managing suppliers or subcontractors with various program management techniques and tools, e.g., EVMS, IMS, RTGs, etc.Previous CAM Experience or TrainingRisk mitigation experienceNegotiating skills with contracts in excess of $25 millionChange Management experiencePrimary Level Salary Range: $139,800.00 - $209,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
