**Northrop Grumman Mission Systems' (NGMS)** Navigation and Cockpit Systems (NACS) Business Unit (BU) is seeking a **Program Manager 3** for the Sentinel Navigation Inertial Measurement System (NIMS) to join their team onsite in **Woodland Hills, CA** . This leader will be responsible for executing the Sentinel NIMS Engineering Manufacturing and Development (EMD) contract.
**What You'll Get to Do:**
This individual will report to the Deputy Director of the Sentinel NIMS Program and will be responsible to direct a diverse program team to deliver on the requirements of the program. Responsible for the cost, schedule and technical performance. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for development, integration and test. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
_Roles and Responsibilities:_
+ Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
+ Establish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
+ Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
+ Measure and report program performance to customers, executive management and other program stakeholders.
+ Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
+ Establish design concepts, criteria, and engineering efforts for product development, integration and test.
+ Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
+ Identify, allocate and manage program resources, to include workforce planning.
+ Adhere to all internal processes, policies, and applicable industry standards.
+ Ensure the program team understands and adheres to contract scope, and manage change through control board activities.
+ Conduct thorough risk and opportunity management practices to include identification, mitigation and realization.
**Basic Qualifications:**
+ Bachelor’s Degree and 8 years’ or a Master's Degree and 6 years of experience supporting customers in a program technical leadership role.
+ Experience managing programs/teams of greater than 50 full time equivalent persons on a development program.
+ Demonstrated understanding of engineering principles and understanding of design review processes (i.e. Gated design development experience (PDR, CDR, TRR)).
+ Demonstrated experience of EVMS and Risk and Opportunity Management.
+ Demonstrated expertise in customer shaping and engagement strategies to establish customer intimacy and new customer relationships.
+ Strong interpersonal, communication and presentation skills.
+ US Citizenship is required.
+ Active Interim Secret Security Clearance.
**Preferred Qualifications:**
+ Familiarity with mechanical gimbal, CCA, and power supply design.
+ Familiarity inertial navigation / inertial measurement systems.
+ Experience leading teams in an OTS/OTB Formal Reprogramming.
+ Experience in both Engineering and Project Management, or IPT roles.
+ Experience with manufacturing and standing up LRIP.
+ Cost Account Manager experience.
Salary Range: $187,000.00 - $280,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
