Northrop Grumman Defense Systems is seeking a Program Control Manager 1 to join our team of qualified, diverse individuals. This individual will serve as the Program Control Manager managing the Tactical SubSystems staff. This position will be onsite in Rocket Center, West Virginia, and will report to the TPO Business Manager.

Roles and Responsibilities include, but are not limited to, the following:

Provide best practice program planning and control team supportAssist the team in development of high-quality Estimates-at-Completion (EAC) and program metrics.Manage over 5+ contracts with various contract types (i.e. IWO, FFP, CPFF, CR, T&M, NTE)Provide guidance to employees and program team to ensure successful execution of all contractsComplete reviews and approves any deliverables for external or internal requirements (i.e. EACs, ASC 606, etc) while empowering employees to grow and learn with defined goals and development plansPerforms analyses and prepares reports in order to ensure Tactical Subsystems Director has the data needed to successfully execute programsPrepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysisPerforms schedule risk assessments to identify and mitigate program cost and scheduling risksAssist with audits and SOX complianceLead the development of communications, training plans, and procedure documentation

Basic Qualifications:

Will consider 10 years of experience in Lieu of degree. Bachelor’s degree with 6+ years of related experience - OR - a Master's degree with 4+ years of related experience. Additional years of experience accepted in lieu of a degree.Proficient in CostPointStrong PC skills and proficient knowledge with Microsoft Office Suite, including MS Excel.Understanding of the proposal processDemonstrated ability to work in a team environment with technical subject matter experts and business operations personnel.Ability to obtain a DoD Secret level security clearance.  US Citizenship is a prerequisite.Ability to travel periodically.

Preferred Qualifications:

Active DoD security clearance.  US Citizenship is a prerequisite.Earned Value Management Systems (EVMS) experience.Experience leading and training program control staff.Experience in exchange rates, labor laws, long term assignments along with knowledge of CAS and FAR

Salary Range: $101,900.00 - $152,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
