The Navigation, Intelligence & Connectivity Division in San Diego, CA is seeking a Manager Procurement 1 who is willing to work in a collaborative environment and is interested in expanding their horizons. This position will work in our San Diego, CA location.

This is an entry-level management position who will serve as a working-level manager that oversees a team of buyers that sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization

Supports proposal strategy and execution efforts. This may include preparing RFQs and processing POs for urgent or complex purchasesCompiles and analyzes statistical data to determine feasibility of buying products and to establish price objectivesCompiles information to keep informed on price trends and manufacturing processesConfers with suppliers and analyzes supplier's operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedulesReviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary recordsCommunicates with program customers to work and resolve challenges in the execution of the procurement efforts that are in their organizationEffectively manage a supply base: Evaluate supplier delivery, quality, and cost performancePrepares and briefs charts to program and GSC Leadership on key performance indicatorsDemonstrated ability to utilize Microsoft Office to create spreadsheets, documents, presentations. (i.e. Word, Excel & PowerPoint)The ability to collaborate with program management and other multi-functional teamsPossess strong organizational skills with the ability to manage multiple projects simultaneouslyAbility to work with minimal supervision, work successfully in a fast-paced environment and apply sound judgment to problem solving

Basic Qualifications:

Bachelor's degree AND a minimum of 5 years of related professional experience that includes a background in Supply Chain Management and/or Program/Project Management, OR a Master’s degree AND a minimum of 3 years of related professional experience that includes a background in Supply Chain Management and/or Program/Project Management.1+ years of mentoring, training, managing and/or leading peopleAbility to obtain and maintain a Secret security DOD clearance and Program clearanceUS Citizenship required

  Preferred Qualifications:

Import / Export  (ITAR) experience for movement of materials and technologyExperience with SAP procurement systemsPrior or current Government or Aerospace buying experienceor level employeesExperience with FAR/DFARExperience with CPSR and government audits

Primary Level Salary Range: $110,000.00 - $165,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
