Manager Facility Procurement

Together, we are building a better world, so we can all enjoy living in it. **Role Definition** Leads supply related activities for a facility to deliver excellence and integration between procurement and the team supporting facility. **Responsibilities** • Leading the execution of delivering a lean, responsive, and resilient material and services flow for the facility from source to dock and additional required points. • Managing team that is responsible for operating and monitoring the supply network procurement functions to meet the defined response time, cost, quality, and lean targets enabling optimal and efficient facility operations. • Ensuring the supplier network is capable of meeting the specific facilities’ Quality, Cost, Logistics, Development, Management (QCLDM) requirements. • Collaborating with business partners and suppliers, and resolving facility specific supplier issues. Level Extensive Experience: • Helps others learn the tools and techniques for process value analysis. • Carries out process evaluation, diagnosis, and optimization. • Demonstrates a thorough understanding of a major process flow, its components and issues. • Synchronizes the efforts of, and resource requirements for, several teams within a process. • Makes the business case for new processes, including their cost-benefit ratios. • Possesses knowledge of tools and techniques for designing and implementing new processes. Root Cause Analysis (RCA): Knowledge of the concepts, principles and techniques of root cause analysis (RCA); ability to use a structured approach to identify the causes of undesirable consequences in a manufacturing environment and the changes needed to prevent recurrences. Level Working Knowledge: • Utilizes RCA techniques, such as Flowchart, Fish-bone Diagram, etc., to investigate basic problems, determine the causes, and find resolutions. • Locates factors that resulted in harmful outcomes of one or more past events. • Pinpoints behaviors, actions, inaction, or conditions that need to be changed. • Extrapolates lessons to be learned to promote the achievement of better consequences. • Practices RCA as an iterative process. Supplier Management - MFG: Knowledge of processes and methods to effectively manage business relationships and transactions with suppliers of raw materials or product components; ability to apply related knowledge, experience and skills into real practice. Level Extensive Experience: • Facilitates supplier partnering arrangements that share risk and reward. • Monitors supplier performance; works to resolve discrepancies between performance and agreements. • Develops quality standards and controls for suppliers. • Builds and maintains partnerships with multiple and/or large suppliers. • Evaluates issues and terminates supplier relationships as appropriate; works with legal departments. • Ensures the fulfillment of report and record-keeping requirements. Purchasing Tasks and Activities: Knowledge of policies, regulations and processes of purchasing; ability to use practices and procedures for procurement of materials, components, equipment and services.
