The Defense Systems (DS) has an opening for an Engineering Manager with experience as Control Account Manager (CAM) utilizing Earned Value Management. This position is a required on-site position, located at our Defense Systems location in Roy, UT.. This position is a dual-hat position requiring the candidate to perform functional management activities as well as program CAM responsibilities. It is expected that the Functional management role will comprise up to 20% of the candidate's time.
As a Cost Account Manager you will work with a technical team, leadership team and Business Management team to gather necessary information to control cost, schedule and performance. Along with forecasting of financial data and delivery of monthly program reports/presentations, you will update Earned Value Management (EVM) tools and produce required data products, review monthly Earned Value (EV) data and provide detailed cost account status, and support program requirements.
Roles & Responsibilities:
• Perform Cost Account Management reporting to the Director of a large, diverse hardware design team.
• Coordinate with technical leadership in a cross functional Integrated Program Team (IPT) to meet program cost, schedule, and technical objectives
• Develop and deliver presentations to customers, management, and other program stakeholders
• Define, plan, perform, monitor, control, and complete a variety of project tasks simultaneously
• Support proposal activities as needed
• Track budget actuals against predictions and financial performance against the full EV performance management baseline, participate in CAM status calls, prepare status for/attend weekly status meeting, provide/enter bi-monthly Integrated Master Schedule (IMS) status, support stakeholder meetings, review Actual Hours reports for time charging accuracy and alignment with IMS status.
• On a monthly basis: calculate & enter Estimate to Complete (ETCs) into the financial system, analyze EV metrics and generate Variance Reports (VARs) as required, and attend meetings related to forecasting and spend plans for statements of work.
• Coordinate with the scheduling team to develop and execute to an IMS
• Coordinate Earned Value Change Requests (EVCRs) with the Business Management and Scheduling team as needed
• Review labor resources and cost actuals on a weekly basis, taking action on any discrepancies
• Support development of packages for Proposal and Change Requests for cost and schedule and present to Senior Leadership
• Adhere to all internal processes for Program Management
• Perform schedule risk assessments to identify and mitigate program cost and scheduling risks
• Provide cost and schedule impacts for engineering change management packages
• Prepare and present at government control account manager meetings

• Managing and guiding direct report annual goals, career growth, mentoring, performance evaluations and compensations reviews.
• Ensure accurate time charging and time-card approvals.

• Aligning direct reports to technical roles based on program needs. Helping identify stretch assignments and opportunities

Basic Qualifications:
• Bachelor of Science in STEM and 8 years of related experience or a Master of Science with 6 years of related experience
• Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope, with an ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period of time .
• At least one year of experience leading a project and/or driving performance against schedule.
• Demonstrated ability to lead teams of multi-disciplined individuals responsible for the cost and schedule of the technical baseline
• Demonstrated ability to interface and collaborate with cross-functional, multi-discipline teams to deliver engineer outcomes such as productivity metrics, burn down plans, etc.
• Capable of effective communication in a highly technical environment
• Capable of effective communication in a highly technical environment
• Willingness to learn program specific technologies/methodologies including Earned Value Management as applicable to the execution life cycle appropriate for a lead engineering role
• Proficient with MS Office applications including Excel, Word, Project, and Power Point
Preferred Qualifications:
• Existing CAM certification
• Additional years of experience leading a project and/or driving performance against schedule (above the minimum 1 year) n
• Hardware/Mechanical/Electrical engineering experience
• Experience developing Risk and Opportunities (R&O) for Risk Management, Return to Green (RTG) plans, and scheduling cross functional activities
• Active In Scope DoD Secret (or higher) clearance and Sentinel PAR with a periodic review completed in the past 5 calendar years
