This position is located in the Environmental Data Management Unit and exists to perform data management related to the receipt, transformation, and storage of electronic data deliverables (EDD). It is also responsible for directed retrieval of data stored in the Environmental Quality Information Storage (EQuIS). This database stores primarily field and laboratory data from the MPCA other enterprise agencies. The role serves as a central liaison among laboratories, project managers, quality assurance staff, IT, and external partners to troubleshoot data flow and format issues and enforce data standards. This position provides technical expertise, guidance, and support to internal staff and external stakeholders, playing a central role the agencies data management strategy. Core duties include overseeing organization and storage of electronic data deliverables (EDDs), facilitating error resolution, coordinating annual watershed data reviews, processing data requests and reports, supporting continuous improvement of the EQuIS system, and providing training and guidance to data submitters.
**Minimum Qualifications**
Three (3) years of advanced administrative or technical experience supporting database management, including loading data, reviewing errors, and retrieving data.
OR
Two (2) years of professional experience in supporting database management and performing data management/analysis.
A Bachelor's degree in Environmental Science, Information technology or a related field may substitute for one (1) year of experience.
Proficiency with computers and software applications (i.e. Microsoft Word, Excel, Access, Outlook or similar applications) sufficient to create and interpret quality work products of environmental data, reports, spreadsheets, databases, and correspondence.
Demonstrated effective communication skills.
Ability to work collaboratively and effectively as a team member.

**Preferred Qualifications**
Demonstrated project management and project development skills, ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.
Knowledge of environmental data systems such as EQuIS, and how programs use the system for standardization and efficiency.
Knowledge of federal and state data management reporting requirements and its applicability to programs.
Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.
Experience querying and reporting of data for large data bases, project planning, implementation, management, and identifying and measuring outcomes with records management experience.
Knowledge of environmental data collection or sampling and analysis.
Knowledge of data governance practices, policies, and data standards.
**Physical Requirements**
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
**Additional Requirements**
Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
