**The Licensing and Data Compliance Specialist (Management Analyst 1) supports the Well Management Section (WMS) by administering the licensing and registration program for well and boring contractors and managing the well disclosure program for county recorders. This role ensures program compliance, develops and maintains policies and procedures, provides guidance to stakeholders, and improves workflows by transitioning processes from paper to electronic systems. The ideal candidate has strong analytical skills, technical proficiency, and the ability to communicate clearly with diverse audiences.**
**Primary responsibilities include:**
+ Administer and manage the WMS licensing and registration program, including review, evaluation, processing, and ensuring compliance with regulatory requirements.
+ Serve as subject matter expert for licensing, registration, and well disclosure processes, providing guidance to county recorders, filers, and external stakeholders.
+ Analyze and improve program operations, workflows, and administrative procedures, including transitioning from paper-based to electronic systems.
+ Monitor, track, and report program performance, including key performance indicators (KPIs) and resolution of data or process issues.
+ Support critical administrative, business, and program operations, participating in improvement initiatives and ensuring continuity and quality of work processes.
_This position will have the option of some teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion and only up to 50% of the time for applicants residing in Minnesota or a bordering state within 50 miles of the work location._
**Minimum Qualifications**
**One (1) year of experience administering a licensing or registration program; which include reviewing, processing, and ensuring compliance with program requirements. This experience must also include the following:**
+ Managing data in specialized databases.
+ Processing fees, generating reports, maintaining records.
+ Providing critical administrative, business, or program operational support.
**_Additional minimum qualifications to be assessed during the interview:_**
+ Experience performing administrative or office support duties, such as managing correspondence, maintaining records, or handling data.
+ Strong communication skills, with the ability to convey information clearly and effectively while assisting others.
+ Experience identifying and implementing process improvements, including transitioning from manual to electronic workflows.
**Preferred Qualifications**
+ One (1) year of administrative or technical experience supporting a government licensing or credentialing program, including processing of licenses, registration and permit applications, and fee payments using online systems such as OpenGov.
+ One (1) year of experience providing customer support (phone, email, and walk-in service) for a government licensing or credentialing program and responding to complex and/or technical questions in a professional setting.
+ Skills in developing, maintaining, and revising procedures, standard letters and other documentation to ensure compliance with MN Statutes.
+ Skills in accounting sufficient to reconcile transactions and deposits.
+ Skills in disseminating information to internal and external stakeholders, including website development, accessibility, and mass emailing.
+ Experience working with Minnesota Statutes and Rules, and government policies and procedures.
+ Experience working with realtors or real estate transactions.
