Lead Mechanical & Piping Commissioning & Start-Up EngineerRole OverviewResponsible for leading all mechanical and piping pre-commissioning, commissioning, and start-up activities. Ensures safe, efficient, and compliant transition from construction to operational status, focusing on static equipment, rotating equipment, piping systems, and overall mechanical integrity in accordance with client and international standards.
JOB DESCRIPTIONDevelop Mechanical & Piping Commissioning Execution Plan.Define systemization and subsystem boundaries (MC to RFC to RFSU).Review commissioning work packs and procedures.Develop Commissioning and Start-up proceduresDevelop/Review Method statements, JSA’s as requiredInterface with procurement to purchase spares, consumables, tools and equipment.Establish equipment preservation and reinstatement strategy.Coordinate Mechanical Completion (MC) certification with construction team.Interface & LeadershipLead mechanical commissioning team and supervisorsInterface with Construction manager, QAQC, Process Commissioning Lead, E&I commissioning team, Vendor Representatives, Operations TeamsCoordinate vendor site activitiesReport progress, risk, and technical issues to Commissioning ManagerMechanical Equipment CommissioningStatic EquipmentVerify installation of separators, heater treaters, pressure vessels, tanks, and heat exchangers.Witness internal inspections and box-up activities.Ensure correct torqueing, gasket installation, and flange integrity.Confirm alignment, grouting, and structural integrity.Review hydrotest and leak test records.Validate installation of safety relief devices.Rotating EquipmentSupervise alignment verification (laser alignment).Oversee lube oil flushing and cleanliness verification.Witness vibration testing and establish baseline readings.Review and implement vendor commissioning procedures.Lead no-load and load testing activities.Monitor mechanical seals and dry gas seal readiness.Piping Systems CommissioningReview isometric drawings and test packs.Ensure hydrotesting, pneumatic testing, and proper reinstatement.Supervise chemical cleaning, flushing, pigging, and air blowing.Validate line walkdowns against P&IDs.Verify torqueing, tensioning, supports, and expansion joints.Manage punch list clearance (A/B/C categories).Startup & Operational ReadinessMechanical completion verificationLine checks and valve verificationInternal cleanliness inspectionsWitness bolt torque checksVerify supports, spring hangers, and expansion jointsEnsure insulation and painting completion (as required before startup)Key HSE ResponsibilitiesEnsure compliance with API 610, API 617, API 650, ASME Section VIII, ASME B31.3, and project HSE requirements.Lead risk assessments for hydrotesting, pneumatic testing, flushing, pigging, lifting operations, and equipment energization.Ensure proper certification and reinstatement of pressure systems prior to startup.Verify safe execution of confined space entry, hot work, heavy lifting, and high-pressure testing activities.Validate installation and testing of safety relief valves, isolation systems, and emergency depressurization facilities.Ensure mechanical integrity of rotating equipment including alignment, vibration limits, and protection systems prior to operation.Enforce Permit-to-Work (PTW) and Lock-Out/Tag-Out (LOTO) procedures during commissioning activities.Investigate mechanical failures, leaks, or safety incidents, ensuring root cause analysis and corrective actions are implemented.Promote proactive hazard identification and strong safety culture within mechanical and piping teams.Participate in HAZOP close-outs and Pre-Startup Safety Reviews (PSSR).
