Junior Proposal Manager
Position Description:

CGI is seeking a Junior Proposal Manager to join our U.S. Government Solutions team. This role supports the end-to-end proposal development lifecycle for federal, state, and local government opportunities. The Junior Proposal Manager works closely with client-facing business units, capture leads, solution architects, subject matter experts, and leadership to help develop compliant, high-quality responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and related solicitations.

In this role, you will assist with proposal planning, content coordination, and schedule management while developing strong foundational skills in proposal strategy and execution. You will contribute to creating clear, compelling proposal narratives that align client requirements with CGI's strengths and differentiators, all within fast-paced, deadline-driven environments. The ideal candidate is detail-oriented, highly organized, and eager to grow in proposal management, with strong writing skills and the ability to collaborate effectively across diverse teams. Experience working with ERP solutions and proposals within SLED (State, Local, and Education), DOT, or K–12 markets is highly desirable.

Locations: This role may be based out of any CGI office. Candidates should be able to work on Eastern Time and follow a hybrid schedule of 2–3 days onsite per week.

Your future duties and responsibilities:

1. Proposal Support & Coordination
. Support the end-to-end proposal development lifecycle, from kickoff through final submission.
. Assist in developing and maintaining proposal schedules, outlines, compliance matrices, and work plans.
. Coordinate and support proposal meetings, including kickoffs, reviews, stand-ups, and submission readiness reviews.
. Track action items, deadlines, and deliverables to ensure timely and compliant submissions.
. Identify potential risks, gaps, and content needs, escalating issues as appropriate.

2. Content Management & Development
. Assist in translating capture strategies, key messages, and win themes into clear proposal content.
. Draft, edit, and format proposal sections such as technical narratives, management approaches, and resumes.
. Maintain proposal content libraries, resumes, case studies, and store past proposals.
. Ensure consistency in tone, terminology, and branding across proposal materials.

3. Collaboration & Communication
. Work closely with proposal managers, capture leads, subject matter experts, and business stakeholders to gather and refine content.
. Coordinate inputs from distributed teams to ensure aligned messaging and accountability.
. Partner with graphics and production resources to support templates, visuals, and final deliverables.

4. Compliance & Quality Support
. Assist in reviewing solicitation requirements to support compliance.
. Help develop and maintain technical / compliance matrices throughout the proposal process.
. Support team review cycles and incorporate reviewer feedback into proposal updates.
. Assist with proposal production, formatting, and electronic submission activities.

Required qualifications to be successful in this role:

• 3 + years of experience supporting proposal development, proposal coordination, or proposal writing, preferably within IT, digital transformation, consulting, or professional services environments. Experience working in a dynamic, fast paced, deadline driven sales environment.
• Exposure to government solicitations, including Requests for Proposals (RFPs) and Requests for Information (RFIs).
• Working knowledge of government procurement processes and solicitation structures.
• Familiarity with proposal development methodologies (e.g., Shipley, APMP).
• Familiarity with CGI’s Government Solutions offerings or ERP solutions and cloud-based architectures (preferred).
• Strong written and verbal communication skills, with the ability to develop clear, organized, and compliant proposal content.
• Solid organizational and project coordination skills, with the ability to manage multiple tasks and deadlines simultaneously.
• Ability to quickly come up to speed on new pursuits, solutions, and client requirements.
• Ability to manage multiple tasks and initiatives simultaneously (merged with above for clarity).
• Comfortable working in fast-paced, deadline-driven environments while maintaining attention to detail and quality.
• Ability to work both independently and collaboratively as part of cross-functional proposal teams.
• Ability to work interchangeably between independent activities and team activities.
• Strong interpersonal skills with the ability to build effective working relationships across diverse stakeholder groups.
• Proficiency in Microsoft 365 tools, including Word, Excel, PowerPoint, and SharePoint/Teams & Adobe Acrobat Pro.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $46,400.00 - $93,600.00.
