IT Project Administrator (Digital Research & Curation Center) - #Staff

The Open Source Programs Office at Johns Hopkins University is seeking an **_IT Project Administrator_** to lead the operational launch and management of the Research Software Support Network (RSSN), an innovative, university-wide initiative that will transform how researchers across Hopkins discover and access essential research software support services. The IT Project Administrator will serve as the operational engine of this network, managing day-to-day coordination including planning convenings and open houses, developing outreach strategies to connect with researchers and research software engineers, building and maintaining a comprehensive service provider inventory, coordinating the project assessment and service matching processes, and establishing operational frameworks and governance structures in collaboration with stakeholders across campus.
**Specific Duties & Responsibilities**
_Coordinate & Oversee Projects_
+ Coordinate or oversee one or more IT-related projects within the constraints of scope, quality, time, and cost to meet the specified requirements to the satisfaction of the customer.
+ Coordinate the people, work, and resources involved.
+ Recommend resources necessary to carry out the project.
+ Gather information to plan, organize, direct, implement, and evaluate requirements and tasks.
+ Ensure all requirements and objectives are properly documented at project onset.
+ Identify deviations from the plan.
+ Escalate decisions and unresolved issues.
+ Update project documents and communication plans.
+ Maintain project documents which may include scope documents, project plans, project charters and communication plans, within the established project management process.
+ Maintain issues list and coordinate the resolution.
+ Effective use of PMO project management system(s).
_Communicate Effectively with All Project Participants_
+ Understand project interdependencies and shared responsibilities for resource management.
+ Work proactively through facilitation and communication to minimize conflicts.
+ Identify and communicate areas where resource allocation is not aligned with the need.
+ Adapt to issues that have the potential to impact project milestone dates. Be prepared to communicate changes in plans to accommodate.
+ Anticipate political sensitivities and communicate appropriately.
+ Be flexible to accommodate changing needs both within and outside the organization.
+ Regularly communicate project status, issues, budget
+ Prepare status reports and presentations appropriate for various levels of management and staff.
+ Create and distribute meeting documents including agendas, minutes and issue lists.
_Scope & Budget Management_
+ Track and report on budgets associated with projects and participate in the creation of budgets.
+ Track project budgets, not to exceed bottom line expenditures without variance approval.
+ Report financial status to appropriate project participants.
+ Participate in the procurement process and identify potential budget issues.
+ Research pricing and financing options of capital and operating costs.
+ Use a systematic approach to prepare RFPs, comparing options to business needs and researching vendor stability and references.
_Develop Project Requirements_
+ Facilitate project requirements development and tracking.
+ Document and catalog project requirements.
+ Conduct project requirements gathering efforts.
+ Gather end-state goals and objectives.
+ Gather and record success criteria for implementation.
+ Participate in data gathering process for overall project justification.
+ Participate in needs analysis.
+ Gather data for budget estimates, scope, resource, and implementation time estimates.
+ Ensure that the software/hardware solution aligns with business requirements throughout the implementation process.
+ Assist in prioritization process.
+ Assist in preparing business justification for project. Justification should include possible
+ ROI or alignment with businesses strategic initiatives
+ Other duties as assigned.
_In addition to the duties described above_
+ Planning, coordination, logistics, and documentation for RSSN convenings and annual open houses.
+ Developing and deploying outreach strategies to reach researchers and RSEs across campus; guiding projects through the assessment process and coordinating with the Technical Lead to determine optimal support pathways.
+ Building and maintaining the service provider inventory, documenting offerings and capabilities.
+ Developing operational procedures, service delivery workflows, and communication protocols in consultation with the RSSN Planning Group; and coordinating with service providers on matching and referrals.
+ Leading outreach and communications efforts, coordinates network convenings and open houses and manages the assessment intake and matching process.
**Minimum Qualifications**
+ Bachelor's Degree.
+ Four years related experience.
+ Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
**Preferred Qualifications**
+ Degree in Information Systems, Business Administration Management or Project Management.
+ Experience developing service catalogs, resource inventories, or similar coordination tools
+ Related classwork or internships with computer systems and applications.
**Required Qualifications**
+ Experience with research software and software development practices.
**Technical Qualifications and Specialized Certifications**
+ Project Management Professional (PMP) Certification
This is a grant-funded position for 22 months, with the possibility of transition to permanent funding based on project outcomes and institutional support.

Role/Level/Range: ATP/04/PD
Starting Salary Range: $62,900 - $110,100 Annually ($85.500 targeted; Commensurate w/exp.)
