This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.
*This position is temporary and includes full state fringe benefits; it is anticipated to last two (2) years.
As an IT Business Analyst, you will perform IT business analysis functions supporting the development of IT application projects. You will use a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization to document requirements and to recommend solutions that enable projects to be successful and goals to be met. You will also work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. This includes working with development team members by collaborating on the development, testing, deployment, and adoption of solutions. In addition, you will be responsible for communicating and consulting with system user populations concerning system changes and implementation planning for changes and releases. This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

This position requires a minimum of three (3) years of experience performing IT business analysis functions. Experience must include:
+ Experience as a Business Analyst working in fast-paced, collaborative project environments, demonstrating adaptability, flexibility, and responsiveness to change.
+ Experience gathering, analyzing, documenting, and communicating business and system requirements, including leading efforts related to user stories, system specifications, and project documentation to support system development and appropriate resource allocation, including labor, hardware, and software.
+ Ability to plan, lead, and prioritize work, including estimating effort, timelines, and resource needs; prioritizing multiple deadlines; working independently; recommending practical solutions to emerging issues; and offering guidance and support based on professional experience to help less tenured BA team members overcome challenges and successfully complete their assignments.
+ Experience collaborating with and facilitating discussions among diverse stakeholders and project team members to support process discovery, requirements gathering, and solution implementation.
+ Strong communication and customer service skills, including the ability to translate technical concepts for non-technical audiences, present complex information clearly, actively listen, and communicate proactively.
+ Demonstrated ability to communication clearly and effectively in a manner that facilitates mutual understanding.
+ A customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in information technology (IT) or an IT relate field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
**Preferred Qualifications**
+ Experience working in a fast-paced environment gathering requirements to benefit system builds and writing detailed user stories and helping business partners elicit and document standard operating procedures.
+ Practical or Work Experience with
+ Within Agile project methodologies
+ Requirements gathering, planning, and implementation of various vendor SaaS solutions.
+ Mentoring and encouraging the development of less senior project team members.
+ Advanced knowledge and experience with the Microsoft Suite of tools, SharePoint, Power Apps, AWS Connect, Microsoft Azure, and Azure Services (e.g., cloud technologies, managed databases, API Manager).
+ Experience writing and conducting tests for requirements and system specifications.
+ Experience working with or navigating State or Federal Government policies, standards, restrictions, and statutes.
+ Diverse work experience, with examples that demonstrate your adaptability, eagerness to continually learn, and expand your skills.
+ Demonstrated enthusiasm for wearing many hats in a project group, approaching your work with an open mind, and dedication to collaboratively seeking solutions.
