Infrastructure Program Manager – Strategic Program Oversight

Position Overview

The Infrastructure Program Manager at the P3 band level is a senior strategic coordinator responsible for the intake, evaluation, and oversight of infrastructure projects across the organization. This role ensures that all projects align with organizational objectives, optimizes resource allocation, and drives program governance and accountability. The Infrastructure Program Manager will report directly to the Capital Planning and Infrastructure Program Lead.

Compensation Band: P3 (Salary range to be specified based on regional benchmarks and internal guidelines.)

Key Responsibilities

Project Intake & Strategic Alignment

Systematically intake and evaluate projects from multiple sources, including Capital Allocation Requests (CAR), Strategic Capital Initiatives (SCI), PM support teams, and Facility Managers

Assess each project for strategic alignment with organizational objectives and identify duplicate or overlapping projects for consolidation

Evaluate bundling potential to optimize resource allocation and cost efficiency

Financial Planning & Coordination

Execute comprehensive year-over-year reconciliation processes for new project proposals as a part of Annual Strategic Planning process.

Coordinate and manage reactive capital budget updates in response to changing business needs

Ensure financial accuracy and compliance with budgetary constraints and organizational policies

 Program Governance & Accountability

Establish and maintain monthly internal governance meetings with execution teams

Hold project teams accountable to established schedules and deliverables

Implement escalation procedures for projects at risk of delays or budget overruns

Project Prioritization & Planning

Facilitate initial project review sessions with project developers and stakeholders

Determine and communicate current year priorities for unplanned or emergent projects

Balance competing priorities and resource constraints to ensure optimal project delivery

Portfolio Optimization

Analyze Infrastructure vs Non-Infrastructure project pipeline for strategic alignment

Identify bundling opportunities, potential project cancellations, and scope gaps

Recommend portfolio adjustments to maximize organizational value and efficiency

Stakeholder Management

Serve as primary liaison between Facility Managers (FMs) and Project Managers (PMs)

Manage site data requests and provide timely project status communications

Facilitate cross-functional collaboration and information sharing across teams

Reporting & Analytics

Develop, maintain, and distribute exception reports to leadership

Provide data-driven insights to support strategic decision-making

Required Qualifications

Bachelor’s degree from an accredited institution in accounting, business, architecture, engineering, construction management, or a related field (MBA preferred)

Minimum of 3 years of progressive experience in program management, infrastructure, or related fields, with a strong background in real estate and construction program/process management

Demonstrated experience in cost and schedule management, financial planning, facilities management, and construction project management

PMP, PgMP, or Six Sigma certification strongly preferred

Preferred Skills & Technical Competencies

Advanced proficiency in Microsoft Office applications, including Excel, PowerPoint, Project, and Visio

Basic knowledge in estimating software and benchmarking tools

Strong analytical skills with the ability to research, track, and apply benchmark schedule and budget data

Experience developing project charters, business justifications, and risk assessments for diverse infrastructure projects

Proven leadership abilities

Strong organizational skills with the ability to manage multiple priorities and work through ambiguity

High level of initiative, responsibility, and flexibility

Ability to influence senior executives and drive consensus across cross-functional teams

Work Environment & Travel Requirements

Primarily home office based

Occasional travel may be necessary to support project execution and stakeholder engagement

Estimated compensation for this position:

110,000.00 – 132,000.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
