Human Resources Program Analyst (mid-level)

**Overview**
Bowhead is seeking a motivated and analytically minded HR Program Analyst to support high‑volume Army Civilian personnel operations in a fast‑paced, mission‑focused environment. This role is ideal for someone with strong foundational skills, a desire to learn, and the ability to anticipate issues before they arise. Prior government or military experience is a plus, but we are willing to train the right candidate in specific systems and processes. The ideal candidate is approachable, communicates clearly, and can confidently brief supervisors and senior leaders while maintaining a customer‑focused, solutions‑oriented mindset.
**Responsibilities**
Essential functions will include:
+ Assist with the lifecycle of Army Civilian personnel actions, including recruitment, onboarding, reassignments, promotions, awards, performance management support, and separations
+ Prepare, submit, and track personnel actions in Army HR systems with training and guidance provided
+ Identify potential issues early, analyze impacts, and escalate or help resolve problems to keep actions moving efficiently
+ Support the administration of the Army Civilian Awards Program, including gathering documentation and coordinating routing
+ Provide clear, user‑friendly guidance to supervisors, employees, and HR partners on processes, requirements, and status updates
+ Coordinate across teams and organizational boundaries to ensure timely and accurate workforce actions
+ Draft clear documentation, maintain organized records, and manage multiple tasks in a dynamic environment
+ Exercise sound judgment, professionalism, and discretion while working both independently and as part of a team
+ Occasional travel, up to 10%, may be necessary.
+ Review travel in the Defense Travel system (DTS).
+ Other duties as assigned
**Qualifications**
+ Bachelor’s degree from an accredited institution (required)
+ 5–10 years of experience in a professional environment; prior Army, DoD, or military experience is highly desirable
+ Familiarity with HR, personnel processes, or administrative workflows preferred
+ Experience supporting fast‑paced or mission‑driven organizations is a plus
+ Strong analytical mindset with the ability to anticipate downstream impacts and identify potential issues early
+ Excellent interpersonal skills. Approachable, customer‑focused, and able to build trust with employees and leaders
+ Clear written and verbal communication skills, including the ability to brief senior leadership
+ Strong organizational skills and attention to detail, with the ability to manage competing priorities
+ Ability to learn new systems and processes quickly; experience with Army HR systems (Empress, DCPDS, AutoNOA) is a plus but not required
+ Demonstrated professionalism, adaptability, and initiative in evolving environments
Physical Demands:
+ Must be able to lift up to 50 pounds
+ Must be able to stand and walk for prolonged amounts of time
+ Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
