Job Title: Human Resources Director

Job Description

The Human Resources Director plays a pivotal role in overseeing and implementing HR policies and procedures, ensuring compliance with applicable regulations. This position requires a strategic partner who can effectively manage employee relations, recruitment, personnel development, and legal matters while working collaboratively with union representatives and management.

ResponsibilitiesConduct internal investigations and manage employment-related legal claims, including handling third-party legal relationships.Act as a Business Partner; coach, counsel, and influence peers, managers, supervisors, and employees on agency policies, procedures, and best practices.Advise and make recommendations as needed, creating awareness and educating peers and management on current employment laws and personnel best practices.Collaborate with union partners and management to resolve labor relation matters, ensuring consistency in decision-making and reducing potential liability.Oversee recruitment efforts for all personnel, including conducting background investigations, reference checks, and new employee orientations.Perform analysis and reporting of personnel information for executive management and outside agencies.Develop and implement personnel policies and procedures to ensure compliance with state and federal regulations, including EEO and Affirmative Action policies.Oversee and implement human resources development programs, including training needs assessments and implementation of training programs.Monitor employee performance appraisals and personnel actions, working with supervisors and managers to develop employee feedback and disciplinary action.Manage the compensation system, including developing job descriptions, maintaining salary classifications, and benchmarking compensation.Handle employee relations issues, conduct internal investigations, and work with the management team to respond to complaints under the EEO policy.Support workplace relationships, build morale, and increase productivity, retention, and engagement through HR department initiatives.Provide HR support during nights, weekends, holidays, and emergencies to support a 24/7/365 operation.Manage third-party FMLA administrator and respond to requests for reasonable accommodation under the ADA.Represent the company for unemployment claims and attend unemployment hearings and appeals.Participate in administration staff meetings and attend other meetings and seminars.Evaluate department reports, decisions, and results in relation to established goals, recommending new approaches for efficiency improvements.Oversee maintenance of HRIS system and personnel/medical files, responding to employee inquiries regarding personnel records and benefits.Conduct exit interviews, analyze data, and make recommendations to executive management.Coordinate and create awareness for the Employee Assistance Program (EAP).Create, update, implement, and enforce company policies and procedures.Work cooperatively with all levels of personnel, participating in staff meetings, trainings, and professional development opportunities.Function as Designated EEO/Affirmative Action Coordinator, working closely with EEO Officers to oversee compliance with state and federal regulations.Essential Skills5+ years of experience as an HR Director.Strong proficiency in union labor relations and investigations.Policy writing and implementation.Talent acquisition and recruiting.Employee benefits management.HRIS technologies.Professional development and training.Union negotiations.Auditing and compliance.Self-governing and self-reliant.Additional Skills & QualificationsExperience in HR management.Ability to effectively coach, counsel, and manage a team.Experience with open enrollment, onboarding, and recruiting.Strong experience in employee development and recruitment.Proficiency in HR administration, performance management, and talent management.In-depth knowledge of human resource policies and benefits administration.Work Environment

The work environment includes nice corporate offices, with the majority of time spent in Hartford. There will be infrequent travel to Stamford and New Haven based on need. The company culture is solid, government-supported, and offers a good working environment.

Pay and Benefits

The pay range for this position is $45.00 - $57.50/hr.

Eligibility requirements apply to some benefits and may depend on your job
