Northrop Grumman’s Launch and Exploration Division has an immediate opening for a Program Manager 2 within our Human Exploration and Operations (HEO) Operating Unit. This position will be responsible for all development of our cargo logistics portfolio located at our McLean, VA facility.

This position reports directly to the HEO Operating Unit Director and will be a full-time onsite position.  The individual will also identify and reach out to potential partners and customers.

As the Program Manager of Cargo Logistic Development, you will be tasked with ensuring successful execution of existing program development, as well as the strategic development supporting pursuit of new business opportunities to grow the business portfolio.  In addition, you will be responsible for the management and leadership of a Program Development Team.

The successful candidate must be proactive and execution-oriented in their approach toward portfolio development & program execution.  They must have a strong understanding of Engineering Development, Program Execution and Operating Unit Strategy to ensure that development is achieved and is consistent within the long-term goals of the Division.  They must be capable of broad, strategic thinking with respect to emerging customer needs, competitive positioning, and requisite capabilities, with the ability to guide the organization toward the strategic and tactical actions necessary to optimize growth for the business. 

Role and Responsibilities:

The Program Manager 2 directs all phases of programs from inception through completion, acting as the primary customer contact and leading program reviews. They hold accountability for cost, schedule, and technical performance while driving new business, negotiating contracts, managing budgets, and directing cross-functional teams to achieve strategic goals. 

Responsibilities may include, but are not limited to:

Program Management of fixed price engineering development

Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives

Measuring and reporting program performance

Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test

Creation, review and finalization of the program Statement of Work

Identification, distribution, tracking, and completion of program requirements

Establishment and management of the program and subordinate baselines

Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

Identifying, allocating, and managing program resources, including workforce planning

Managing suppliers to meet program objectives

Developing/delivering customer, partner, and executive-level briefings.

Broad, strategic thinking with respect to emerging customer needs, competitive positioning, requisite capabilities, and the tactical moves necessary to enable the company to capture opportunity in the market.

Support Technology Road Map Development for the HEO Operating Unit

Basic Qualifications

Bachelor’s degree in a STEM discipline and 8+ years of relevant experience

Experience with cost-plus and/or fixed-price contract types on space system programs, specifically for human space flight

Experienced in strategy, business development and capture of programs

Demonstrated program execution expertise

Experiencing building and leading a program management team with a vision for success and capability for delegating responsibilities to appropriate team members

Exceptional communication and collaboration skills

US Citizenship is required

Preferred Qualifications:

Space Doman knowledge

15+ years’ experience in human space operations, mission operations or equivalent

Detailed Knowledge of NASA’s human spaceflight organization and processes

Previous experience and success with fixed price contracts.

Knowledge of Northrop Grumman internal processes, procedures, and organization

Demonstrated ability to present strategies to a variety of customer and internal executive audiences

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
