Minnesota Management and Budget (MMB) is seeking a director for the Health Subcabinet to manage a team that conducts strategy and policy analysis with the purpose of improving the quality of life for Minnesotans. The Health Subcabinet was established in 2023 to improve the health of Minnesotans, including their physical health, behavioral health, and social drivers of health. The Health Subcabinet is comprised of the commissioners of human services, commerce, management and budget, and health and the executive director of MNsure. Together, the Health Subcabinet coordinates state agency and private sector efforts to reform health care delivery and payment systems; foster sustainability in health care spending; ensure the availability of affordable and comprehensive health care coverage and health care; ensure access to high-quality health care services; and reduce disparities and inequities in the experience or outcomes of health care.
Job duties for this position include:
+ Providing executive management and operational leadership to direct the Health Subcabinet
+ Providing analysis and data-driven recommendations to the Governor’s Office, broad segments of agency leadership, state managers, and the legislature
+ Coordinating operations and strategy with the Office of Addiction and Recovery
+ Managing a team of staff who conduct analysis that informs budget, policy, and program administration
+ Acting as a liaison to agency directors of Indian policy; providing consultation to adhere to Tribal consultation policies and guiding consultation with Tribal Nations
+ In partnership with agency leaders, identifying statewide policy, strategy, and planning related to addressing access to high-quality health care services, and otherwise complex and systemic health care issues across the state
+ Presenting information about the Health Subcabinet and related initiatives in public settings and to key partners

With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location **and live in Minnesota** may telework more than 50% with approval.

+ Six (6) years of experience leading large, cross-functional health care projects including policy analysis, data analytics, operations, budgets, and strategic communications
Experience must include:
+ Demonstrated leadership, which can include any of the following:
+ Experience as a supervisor, team lead, lead worker, or project lead;
+ Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; **OR**
+ A paid or unpaid position leading a program or chairing a committee and the experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.
+ Deep knowledge in health insurance markets; health-care delivery systems; health equity and access; health care payment models; social determinants of health; federal and state health care; and public health funding streams, including Medicaid reimbursement, federal block grants, and State general funds
+ Policy implementation including drafting regulations, resolving ambiguities in statutory language, designing participation methods, securing appropriations, and defining eligibility criteria
+ Communication and writing skills sufficient to convey complex and/or sensitive information to a variety of audiences, including MMB staff, executive leaders across the State, and elected officials
+ Interpersonal skills sufficient to build and maintain good working relationships with stakeholders, including senior leadership, agency partners, health care leaders, and elected officials
+ Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.
A bachelor’s degree in public health, political science, economics, health sciences, or sociology may substitute for one (1) year of experience. A master’s degree in public health, public policy, public administration, health administration, health policy, sociology, or economics may substitute for eighteen months of experience. A doctorate degree in public health, public policy, public administration, health administration, health policy, economics, sociology, or medicine may substitute for two (2) years of experience.

+ Ten (10) years of experience leading large, cross-functional health care projects including policy analysis, data analytics, operations, budgets, and strategic communications
+ A master’s degree or higher in public health, public policy, public administration, health administration, health policy, sociology, or economics
+ Experience leading health care reform projects in the public sector (county, state, federal, Tribal, or local government unit)
+ Experience with the State of Minnesota legislative process
