State Street seeks to recruit a Head of Technology Governance and Program Management to significantly uplift its independent governance of risk, regulatory program management and remediation while bringing connectivity and consistency of execution through dependency management, transparent reporting and improved overall accountability. The candidate should have experience in understanding of technology organization in a regulated financial services organization, strong program management as well as governance and execution. This leader will have a broad range of responsibilities to oversee a sustainable governance process as well as clear execution management or strategic remediations programs and large-scale initiatives ensuring their interdependencies are clearly laid out and managed on an agile and iterative basis. This leader will provide clear independent reporting across this portfolio in alignment with organizational standards set by the CAO; and will tracking and reporting to the organizational leadership as well as official relevant committees and external parties such as regulators and advisors as required.

Specifically this role will be:
This leader will provide independent program execution to all the technology regulatory and risk transformation initiatives across the GTS organization managing interdependencies, critical path item management and ensuring success criteria is met by the required milestones while delivering against a strategic end-stateThe role will collaborate closely with the CIO leadership team and second and third line teams and country leaders to ensure there is clear alignment and escalation management on all itemsManage dependencies across programs to ensure no surprises come up and outcomes across a variety of sources and jurisdiction can be achieved through the most effective mannerProvide clear and succinct reporting in alignment with standards set by the CAO office to organizational committees such as CRC, TRC and TORC as well as regulators and BRG and other board committees as requiredThis role will manage some senior managers that will directly be responsible to turn gap findings into effective remediation plans as well as manage some of those horizontal risk and governance transformation items directly while providing governance to over program managers that exist across the organizationThis leader will also manage resources who will ensure continuity of program management and detailed execution planning from findings and next steps that come out of programs to ensure effective remediation plans are in place, and the necessary resourcing across full-time and consulting resources are in place to execute commitments and align items to existing programsWhat we value:

Minimum of 10+ years of related experience within the financial services industry including time spent managing in an executive capacityDemonstrated experience managing complex transformation / remediation programs.Relevant regulated financial service expertise, with an understanding of challenges of running a large-scale Technology transformation programManaged cross-border teams based over multiple locations, additional points for experience with strong connectivity to the regulatorsExtensive experience in managing large, complex third parties, who are critical to the success of the programBachelors / Master’s degree in Computer Science, Engineering or related technical field or relevant work experience is highly preferred.Experience with US regulations as well as a strong working level of knowledge of European and Asia Pacific regulations.Extensive, in-depth relevant experience in program management, including experience of leading multi-year, cross-functional or enterprise-wide programsExceptional understanding of standards-based program management and business analysis practices (Agile/Six-Sigma/Lean), with demonstrable skills in program and project management tools and methodologiesStrong project planning skills and expertise in large, complex program management, across multiple work-streams; releases and complex data migrationsExtensive background in executing change; understanding of the regulatory landscape and emerging themes is highly preferred.About State StreetAcross the globe, institutional investors rely on us to help them manage risk, respond to challenges, and drive performance and profitability.
