Job Description:

The Head of TDS Sanctions plays a key leadership role in the development and execution of the firm’s sanctions compliance program. This role helps drive sanctions strategy and operational execution across the capital markets business, working closely with internal partners across Compliance, Legal, Risk, Operations, and the Front Office. The Head of TDS Sanctions serves as a critical point of contact for sanctions-related matters within TDS Securities, contributing to both day-to-day advisory and long-term program enhancements.

Depth & Scope:

Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as requiredSets, owns, and executes the strategy, integration, and performance of TDS sanctions programs across TDS Securities, including coverage in Canada, the U.S., Europe, and Asia Pacific.  Responsibilities include transactional due diligence, client onboarding, escalations, and regulatory inquiries in each of these jurisdictionsCollaborates with the Global Head of Sanctions to make risk-based decisions to further implement and refine the sanctions compliance program, ensuring alignment with global regulatory expectations and directly improving P&LDirects and influences the development and maintenance of policies, procedures, and control frameworks tailored to the capital markets environment.Oversees the handling of complex sanctions investigations, including risk analysis, documentation, and escalation where necessaryPartners with screening operations to provide direction in optimizing alert quality and dispositioning standardsRepresents the sanctions team in internal forums and committees, and provide input on cross-functional compliance initiativesMonitors regulatory changes and industry developments; assist with impact assessments and program updatesSupports training efforts and awareness-building initiatives across business lines to enhance sanctions risk literacyRepresents sanctions in audits, internal reviews, and regulatory examsServes as SME while interfacing with internal and external stakeholders regarding sanctions complianceDrives talent strategy, development, & capability upliftActs as a culture leader to embed a proactive risk intelligent compliance culture at all levelsPrepares and submits reports to senior management and regulatory agencies as requiredEngages with regulators on TDS sanctions matters, and manages sanctions-related regulatory engagements for TDSStays current on regulations and sanctions laws to ensure complianceSupports various Compliance and Investigations activities, including projects to improve compliance programCollaborates with subject matter experts to implement and oversee vital internal controls and processesProvides responses to audit findings and examination for sanctions related matters and other regulatory mattersRaises or escalates all serious sanctions compliance issuesInfluences/shapes and maintains effective Sanctions Policies, Standards and Guidelines applicable to TDS , in coordination with country and business-line colleaguesProvides leadership and advocacy on policy positions, including influencing and presenting to senior leaders and stakeholders on areas of major significance to the bankAccountable for ensuring robust sanctions policy governanceProvides advice to the business on Sanctions requirements across customers, products and transactionsProvides oversight and challenge to first-line financial crime risk-related proceduresParticipates in the annual enterprise-wide AML/BSA/Sanctions/ABAC risk assessment process

Education & Experience:

Bachelor's Degree required, advance degree in Finance, Risk, or related field preferred10+ years of professional working experience in a corporate compliance function or financial crimes, ideally in a capital markets or global banking environment.Certified Sanctions Specialist (CSS), Certified Anti-Money Laundering Specialist (CAMS), & Other financial crime or compliance designations preferredStrong understanding of global sanctions regimes, including OFAC, UN, UK, EU, and Canadian regulationsAbility to analyze complex financial transactions and customer relationships in a risk-sensitive, regulatory context.Collaborative mindset, with excellent communication and relationship-building skills across levels and functions.Proficiency in working with screening platforms and case management systems.Must also have knowledge of the FCRM, including the Bank Secrecy Act and the USA Patriot Act.Must have experience with U.S. banking regulations and knowledge of best industry practicesStrong subject matter knowledge of U.S. sanctions programs administered by OFAC and practical application in a financial services environmentExperience with third-party due diligence/risk management is requiredExperience with a channel sales model and international operations is strongly preferredExperience using data (both internal and external) to inform compliance risk. Experience with Tableau or similar reporting tools is preferredExperience with program management and consensus-buildingExcellent verbal and written communication skills, impeccable integrity, good judgment, strong analytical skills, flexibility, and pragmatismDemonstrated skill and passion for problem-solving and operational excellenceManage and prioritize a diverse and complex workload in a fast-paced environmentMust have sound management skills and experienceExcellent oral and written communication skillsMust have experience in Excel, Word, SWIFT, eGifts, Gifts EDD, NICE Actimize and Surety
