**About the Role**
The Regulated Services Team (RST) is an organization within Uber focused on enabling compliant payment services across our global footprint. Within RST, the Horizon Scanning and Interpretation (HS&I) Team serves as a specialized function dedicated to anticipating regulatory developments to ensure Uber remains ahead of emerging regulatory and compliance obligations.
The HS&I team translates complex regulatory change into clear, actionable insights, enabling timely business and entity readiness and supporting informed decision-making at leadership level. By embedding regulatory updates into operational workflows, HS&I reduces the risk of non-compliance while strengthening Uber’s regulatory posture. The team operates as a trusted partner across Regulated Entities, Financial Business Group, Global Payments, Risk, Legal, Public Policy, and other key stakeholders, driving alignment, collaboration, and consistent regulatory understanding.
As the Head of HS&I, you will lead the team responsible for ensuring Uber’s ongoing compliance with current and emerging regulatory requirements by translating regulatory change into clear, actionable insights that drive business readiness and informed leadership decision-making. You will oversee a global portfolio of emerging regulatory requirements, driving timely and effective awareness, interpretation, and impact assessments across the organization. This position reports directly to the Head of the Regulated Service Team.
**What You’ll Do**
- Lead global horizon scanning to identify, assess, and interpret emerging regulatory developments across US & Canada, LATAM, EMEA, and APAC;
- Translate regulatory change into clear, actionable insights, enabling leadership to understand risk, impact, and readiness requirements;
- Establish and maintain transparent project tracking for upcoming regulatory requirements, ensuring risks are clearly articulated, prioritised, and visible across all relevant stakeholders;
- Partner with the Global Scaled Compliance and Programme Management teams within RST to drive the coordinated delivery of key regulatory initiatives;
- Provide oversight and governance for regulatory change initiatives, ensuring timely execution, alignment across teams, and consistent outcomes;
- Foster strong cross-functional collaboration across regulated entities, compliance, risk, legal, policy, and business teams to support enterprise-wide regulatory readiness.
**What You’ll Need**
- 5+ years of experience in regulatory compliance, including payments compliance, with at least 2 years of people management experience
- Experience within the payments, financial technology, and/or banking sector
- Strong understanding of regulatory compliance concepts and requirements, with demonstrated experience interpreting and applying them in complex, global environments
- A strong sense of ownership, accountability with the ability to drive initiatives forward in ambiguity
- Proven teaching and mentoring capabilities, with a track record of developing and growing high-performing teams
- Excellent communication and stakeholder management skills, with the ability to influence across senior and cross-functional audiences
- Change-oriented and solution-focused, able to translate challenges into practical outcomes
- Confident decision-maker and quick thinker, comfortable navigating evolving regulatory and business landscapes
- Enthusiastic, self-starting, and able to thrive in fast-paced, agile environments
- Regulatory interpretation and synthesis skills
- Strategic risk assessment and prioritisation experience
