Head of Corporate & Investment Banking (“CIB”) Testing – Executive Director Americas Compliance manages compliance and regulatory risk by establishing compliance policies, overseeing the execution of controls, advising the business and control functions, providing training, and managing regulatory examinations and relations. The CIB Testing Team sits in Compliance yet is independent from policy-making and control-executing teams, serving as a quasi “line 2 ½” in the three lines of defense model.
Summary Supervision and Regulation Letter SR08-8: Compliance Risk Management Programs and Oversight at Large Banking Organizations with Complex Compliance Profiles defines the framework that large and complex banks must have in place to effectively manage compliance risk. A key pillar of this framework is the testing of compliance controls.
Reporting to the Americas Deputy Chief Compliance Officer (“CCO”), the Head of CIB Testing is responsible for identifying compliance themes with moderate to high levels of inherent risk and leading a team that performs independent tests of the control environment to ensure it is designed and executed in a commensurate and effective manner to manage and mitigate the inherent risk. To achieve success this person will work closely with stakeholders from the businesses, Compliance, control functions, and Internal Audit.
Responsibilities
+ Develop and maintain an effective testing program that meets the letter and spirit of SR08-8
+ Construct an annual testing plan by analyzing key risk information, such as the Compliance Risk Assessment, monitoring activities, and issues management, and soliciting inputs from the Compliance Leadership Team, including the Americas CCO and Americas Deputy CCO
+ Partner with other testing teams (e.g. audit) to identify opportunities for collaboration and reliance, when appropriate
+ Execute the testing plan in a timely and effective manner and seek approval from the CCO and Deputy CCO any time tests are added, removed, or modified
+ Identify potential or actual compliance risks and/or breaches and ensure corrective action plans are adequate and robust
+ Draft and issue final testing reports to senior management and impacted stakeholders
+ Oversee the timely and effective execution and completion of corrective action plans
+ Present testing results and key metrics at governance meetings
Qualifications
+ 10+ years’ experience in Compliance with a leadership role in testing or audit
+ Bachelor’s degree; master’s degree a plus
+ Strong knowledge of SR08-8 and legal and regulatory obligations applicable to securities and banking businesses
+ Excellent verbal and written communication skills with the ability to communicate complex topics in a simple and easy-to-understand manner
+ Strong stakeholder management skills, including senior management across the three lines of defense, with the ability to influence and listen
+ Leadership experience with a fairly senior-level team
+ Securities certifications are a plus
The expected base salary ranges from $200,000.00 - $250,000.00. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications and licenses obtained. Market and organizational factors are also considered. In addition to salary and a generous employee benefits package, successful candidates are eligible to receive a discretionary bonus.
