Northrop Grumman Space Systems is seeking a highly motivated Ground Element Modernization (GEM) Technical Program Manager that will lead and manage the installation efforts at both CONUS and OCONUS operational sites. This position is based out of Redondo Beach, CA.
In this role you will be responsible for managing a site installation team focused on upgrading existing ADPE, upgrading the operating system, and installing new software baselines for multiple ground element C2 architectures and product lines at multiple locations. You will coordinate with customer reps and E1 stakeholders to ensure successful software installations, and provide innovative and effective engineering solutions to solve complex technical and installation challenges, working closely with the Chief Engineer, Systems Engineering, and Software Engineering. Other responsibilities include Cost Account Management (CAM), Earned Value Management (EVM), and Integrated Master Schedule (IMS) business aspects.
Basic Qualifications:
Bachelor's degree with 12 years of relevant experience; Master's degree with 10 years of relevant experience; PhD with 8 years of relevant experience; an additional 4 years of relevant experience may be considered in lieu of degreeActive SSBI required at the time of application and the ability to obtain SCI prior to start dateExperience with software product lines and site deliveriesExperience with site installations, including ADPE obsolescence & OS upgradesPreferred Qualifications:
Prior experience with the site installation manager role and responsibilitiesExperience working in a software development and software O&M environmentWorking knowledge of EVM, previous CAM experience, and IMS schedulesExperience working closely with government counterparts, in both a development and site capacityPrevious participation on an Agile scrum team or familiarity with the Agile processPrior knowledge of Agile and DevSecOpsFamiliarity with the Atlassian Tool Suite (Confluence, Jira, Bitbucket, Bamboo)Domain knowledge across the Mission One customer portfolioActive TS/SCI security clearancePrimary Level Salary Range: $177,000.00 - $265,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
