This Geographer position offers an opportunity for a skilled GIS professional to contribute to the infrastructure of the Bonneville Power Administration (BPA). The incumbent will play a pivotal role within the Transmission Planning & Reliability (TPR) department, leveraging their expertise to enhance the maintenance, operation, and development of BPA's asset inventory and equipment ratings. The Geographer 3 will be responsible for providing advanced professional GIS services, encompassing data capture, storage, and analytical techniques within the ESRI software platform, particularly focusing on the Utility Network. This will involve generating visual displays, performing complex spatial analyses, system script maintenance/development, and producing detailed reports across a diverse range of geographical assets.
Project Assessment and Initiation:
Provide SDE GIS database administration and management functions within scope and authority of non-IT GIS personnel to validate optimal database integrity and performance.Design and implement advanced geo-processing scripts that automate data analysis, integration, reporting, and visualization of 3D GIS products using industry and organizational standards primarily utilizing ESRI ArcGIS, and Python software platforms. Design, implement, and sustain sophisticated network models of the transmission grid within the ESRI Utility Network environment. Defining schema, establishing connectivity rules, configuring asset packages, and ensuring the accuracy and integrity of geometric and attribute representations for transmission assets.Work with BPA IT GIS staff to refine and develop GIS data editing workflows that utilize specifically designed tools and software extensions that incorporate industry standards and best practices.Develop and maintain documentation of data management and workflow processes, procedures and tools to provide training and guidance for managing an enterprise GIS database utilizing multi-user versioned editing workflows.Participate in the research, development, and recommendation of automated geospatial analytical approaches in search of problem solving solutions; assist with the implementation of assigned BPA-approved recommendations.With oversight and approval from the BPA Manager:Configure and maintain data within ESRI applications.Develop custom web mapping applications using industry standard software development tools and scripting languages such as JavaScript, Python, HTML, CSS, etc. to support project-specific visualization and status reporting portals. May also include the use of version control systems to maintain and document code revisions.Develop systematic quality assurance and control (QA/QC) methods and workflows, using Python scripts or other automated techniques to provide review of corporate transmission asset GIS data.Create advanced geoprocessing scripts and/or models to assist in data analysis, integration, visualization, and automation of GIS product development.Assist with the creation and maintenance of an enterprise-wide set of authoritative ArcGIS feature layers that include standard symbology, database query statements, and current metadata.Design and maintain databases and verify data quality through the use of automated and manual techniques to enter, edit, and process data sets.Support the timely delivery of data and map products between Geomatics and other organizational units for the design, acquisition, and construction of BPA’s transmission facilities.Develop records and data management processes, procedures, and tools for clients and provide guidance for managing these records and systems.Prepare and maintain BPA GIS datasets for external data sharing agreements and requests.Give demonstrations, presentations, and produce documents on GIS work performed by BPA.Qualifications
Bachelor’s degree in geography, cartography, natural resources, landscape architecture, environmental, urban or regional planning, with a strong emphasis in computer assisted spatial analysis is preferred.6 years of experience required with an applicable Bachelor’s degree.10 years of experience required without a degree or applicable Bachelor’s degree. Experience should include providing professional GIS services utilizing computerized data capture, storage, and query and analysis techniques for visual displays, web applications, spatial analysis, and reporting on a wide variety of projects.Knowledge of and skill in:PC operating systems, ESRI ArcGIS software. Working knowledge of Python or similar scripting language. Ability to develop, maintain, and modify geo-processing models and/or scripts, design and maintain geographic and relational databases, and design and implement complex spatial analysis.Ability to lead or train technicians or related staff in the conduct of Geographic Information Systems (GIS) analytical procedures.Ability to lead in the research and development of automated geospatial analytical approaches that best provide problem solving solutions.PREFFERED SKILLS:
Knowledge of and skill in:Basic knowledge of image processing, remote sensing, and LiDAR data mediums.Intermediate experience with Utility Network.Experience using Python for data reporting and analyticsGISP (Geographic Information Systems Professional) certification.Job Type & LocationThis is a Contract position based out of Vancouver, WA.
Pay and BenefitsThe pay range for this position is $48.00 - $53.00/hr.
