Job Summary
The Position is responsible for planning and analyzing annual and monthly budget variances, assessing the feasibility of proposed projects, and documenting fiscal terms associated with Memorandums of Understanding (MOUs) and other agreements. This role also includes tracking state appropriations and drafting budget summaries.
Salary Range $83,200-$88,440
ResponsibilitiesDuties and Responsibilities
Assist Accounting & Finance with annual fiscal plan preparation and management financial reportingCreate/improve financial forecasting and reporting models to support management decision-makingHelp prepare Cash flow analyses and interest income projectionsProvide trend analysis of spending on various loan and grant productsAssist in identifying risks and opportunities associated with EDA funded spend and revenue.Identify opportunities for process improvements and communicate improvements to NJEDA managementSupport management in the development of the annual NJEDA state and federal budget requestWork with Accounting and other stakeholders on the integration of a new general ledger systemMonitor and track the spending of federal appropriations and prepare reports as needed\Help develop product administrative budgets, tracking resources/expenses, and reporting on available balancesCreate and maintain crosswalks of NJEDA Board approved products and state/federal fund sourcesHelp develop product administrative budgets, tracking resources/expenses, and reporting on available balancesManagement of financial reporting as it relates to EDA’s state and federal appropriation funded productsRespond to inquiries and ad hoc requests from program and executive personnelPromotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer-focused work environment among division, EDA staff, and external customersThe EDA currently operates in a hybrid office/remote environment. Individuals work with their teams and supervisors to agree on operating protocols and expectations. Please note, as with most hybrid office/remote models, there will be times or peak periods that may require a greater proportion of in-office activity to achieve key objectives. Required Skills and Abilities
Must possess a thorough knowledge of financial accounting and financial systems/dataAbility to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervisionAbility to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; foster communications with various business professionals and EDA staffAble to interact with other departments to convey and solicit financial information, data, and reporting needsMust be able to maintain confidentiality and deal effectively and diplomatically with various business professionals and EDA staffDemonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer-focused work environment among division, EDA staff, and external customersAdvanced proficiency in Microsoft Office Suite (especially Excel) and accounting and reporting systems. Must possess the ability to learn and master new software systems and solutions.NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Education and Experience Requirements
Bachelor’s degree in accounting or finance. MBA preferred.At least seven years in government service or private industry, preferably in a field of budget, finance and/or accounting. Familiarity with the State of NJ and federal government appropriation processProficiency with financial modeling and data analyticsStrong familiarity with federal guidelines for allowable federal costs Strong communication and presentation skillsAbility to work with senior managementProven problem solver Ability to work alone and to work in teams

Certificates and Licenses Required
License: Staff are required to possess a valid driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position
