Finance Manager
**Job Description** **The Department of Biochemistry has an outstanding opportunity for a Finance Manager to join their team** . **Position Dimensions** This is a key position for the Department of Biochemistry business operations, impacting the entire scope of financial and administrative policy decisions, resource allocation and long- and short-term planning that has direct impact on the departmental financial health and viability. The Department has a large research program, two cost/recharge centers and a wide variety of gift and endowment funds. The position of Finance Manager is key to the effective and successful management of post-award and business operations for the entire department, and as such, has an important direct impact to the University. **Position Purpose** Senior-level management of departmental finance operations with an emphasis on post-award operations and compliance, to include development, documentation, communication, oversight and implementation of department fiscal and post-award management policies to ensure strict compliance with all SOM, UW, State and federal requirements. Plans, coordinates and directs entire complex process of post-award management for a large department within the School of Medicine involving multi-million grant funding, in addition to state, gift and royalty funding streams. **Position Complexities** This position plans, directs and coordinates the entire process of departmental post-award grant and financial management, encompassing departmental administrative operations and over twenty-three faculty Principal Investigator labs with multi-million dollar grants from federal funding agencies, private sponsors and foundations, all with their own complex sets of policies for fiscal management, reporting and regulations. This is an audit-heavy, high-stakes area that requires a senior-level manager with a strong expertise, broad experience and solid background in finance management, including exceptional level of expertise in all federal funding policies, state fiscal policies and UW grants management process. Institutional knowledge combined with in-depth expertise in relevant federal, state and university policies and regulations is crucial. In addition to in-depth expertise in all UW financial tools and systems, this position continues to lead and manage the recent transition to the new UW Financial System (Workday) which encompasses new systems and enhanced processes for all aspects of fiscal reporting and management, purchasing/procurement, pre- and post-award grant management. Ensure effective adaptation of all stakeholders (faculty PIs, fiscal staff, peers) to the new system tools and reporting requirements, trouble-shoot and serve as an expert resource helping lead the department through the complex transition to the new system. Perform complex data and business analyses across a large variety of grant and contract revenue sources for the department, making direct contribution to decisions that directly affect department business operations. **Strategic Planning** This position works closely with the department Director to develop long-range financial plans based on research and analysis, makes critical decisions and/ or recommendations to senior leadership based on in-depth research. Perform complex data and fiscal analysis and direct asset / resource allocation with substantial responsibility for the allocation of resources and program results. Holds high-level approval authority and key role in collaborating with the Department Director on strategic fiscal forecasting and planning across multiple funding sources (state, federal, grant and contract, royalty, gift funding) to help develop strategic vision and planning. **Compliance and Reporting** Serve as an expert resource to departmental director and faculty on questions of fiscal compliance to adhere to federal, state and sponsor regulations. Responsible for fiscal reporting as required by grant sponsors, MAA and UW SOM. **Lead Responsibilities** Directly manage and lead departmental fiscal unit - manage processes and staff - to oversee and direct all aspects of complex post-award fiscal, purchasing and compliance operations for the entire department. **Position Responsibilities** **50% - Post-Award Management** : Departmental Fiscal Manager is responsible for oversight and direct management of departmental post-award and finance operations: Plans, coordinates and directs multiple key processes, including heading the entire post-award management process for the departmental research body. This includes direct oversight of multi-million dollar budgets for over 20 faculty PIs with a multitude of grant awards, as well as gift, philanthropic, royalty, endowment and other funding streams. Conducts regular detailed review and assessment of faculty grant budgets, auditing award spending for allowability and adherence to award terms and conditions to ensure compliance with all relevant federal, state and University policies and regulations. Utilizing new UW financial systems (Workday) conduct complex fiscal and data analysis and create regular reports, long and short-term financial projections for faculty PIs on a large variety of cost centers comprising grant, contract, gift, endowment and other sources of revenue. Work closely with faculty PIs to provide them with up to date retrospective and projections of the existing and new awards, advise them on policies for allowabiltity of expenses, management of sponsored funds and resources. Work closely with GCA, OSP, MAA and other relevant UW offices on all aspects of award life cycle- from award to close. Coordinate with the departmental grant manager to ensure timely submission of progress reports and milestones by PIs and staff; work with GCA on timely grant closing process and FFR (Final Financial Reports) to federal and private funding agencies to ensure all deadlines and policies are met (critical). **30% - Supervisory and Lead Responsibilities** : leads and directs departmental fiscal unit, with direct oversight and responsibility for results and processes under the purview of direct reports. Manages direct reports: in cooperation with Department Director, contributes to performance evaluations, mentoring, hiring, training and day-to-day management of direct reports. Plans, coordinates and directs operational processes of the unit with direct accountability and decision-making authority for the following areas/ staff: + Procurement - Budget/Fiscal Analyst (1 FTE): large scale procurement operations for scientific equipment and supplies for 20+ departmental labs. Vendor management. Contracts and agreements. Travel policy and process (departmental, school, UW). Training of the lab managers to put in orders, utilizing the Workday systems. Subcontract management: invoicing, invoice payments, resolution of issues. Procurement for departmental shared equipment and facilities. Equipment inventory annual process. + Budget/Fiscal Analyst Lead (1FTE): ECC - management of FECs (Faculty Effort Certification process); Project Certification process (quarterly); monthly reporting to all faculty, budget reconciliation for all faculty budgets, review reports and advise faculty on budget inquiries; Procard, CTA, Travel Reimbursements management for entire department; managing student assistants and equipment receiving process (packing slips, requisitions). Budget analytics, multiple reports, thorough documentation and records management. + Oversight of two departmental Cost/Recharge Centers Fiscal Operations: Biochemistry Stores and Cryo-EM Facility serving the entire SOM and campus scientific community. Work with SOM and MAA to provide quarterly and annual financial reports and rate proposals based on the self-sustaining model. Second-tier oversight of the Biochem Stores Manager and student assistant (2 FTE) **10% - Departmental Finances** : This position works closely with the department Chair and Director to develop long-range financial plans for the department based on careful analysis, providing key data to senior leadership. Performs complex data and fiscal analysis and provides long- and short-term financial projections to inform key decisions on resource allocation by senior leadership; is a key contributor to critical decisions on the allocation of resources and forecasting on main departmental cost center budgets (State GOF, ICR, Royalty, Discretionary Budget and several endowments). Holds high-level approval authority and key role in collaborating with the Department Director on strategic fiscal forecasting and planning across multiple funding sources and annual and ad-hoc reporting to the School of Medicine and Dean's office top management. **8% - Process Improvement and Change Management** . Actively leads ongoing process improvement to improve efficiency and streamline operations. Makes informed decisions and recommendations to management and staff based on thorough knowledge of processes and operational realities on the ground - from adopting new financial tools (Workday, CUBE) to the new purchasing system, new reporting systems, payroll, pre- and post-award grant management and interfacing portals with GCA, OSP. **2% - Special projects and other duties as requested on an ad hoc basis** . **Minimum Qualifications** + Bachelor’s degree in accounting, business or related field. + 4-5 years’ experience in Finance and Grant Administration Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. **Additional Qualifications.** + Direct experience managing post-award sponsored projects in academic environments (UW experience strongly preferred) + Prior experience as finance manager, grant manager or program finance analyst with hands-on forecasting and budget management skills. + Strong management and leadership skills, policy development and compliance. + Advanced skills in fiscal forecasting and analysis, advanced spreadsheet and accounting skills, advanced analytical skills/ experience. + Advanced knowledge of: federal grant regulations, including allowability of expenditures, indirect cost recovery, budgeting and reporting and of UW fiscal and procurement policies and procedures. + Advanced knowledge and hands-on experience with Workday Finance, GCA Award Portal, SAGE + Superior work ethic and organizational and management skills. + Excellent communication skills, written and verbal; excellent analytical skills and sound judgement required. **Desired Qualifications** + Experience with PurchasePath, UW Procurement, Travel, Payroll, PAA, JV, expense and salary transfers. + Experience working with GCA, UW Purchasing, UW Internal Audit strongly preferred.
