Drives strategic deliverables set by the account leadership team and the client, ensuring operational excellence, compliance and quality control for service delivery. Specifically overseeing planning, implementation and coordination of all engineering operations, maintenance, communications, energy management, and manpower development programs. **ESSENTIAL DUTIES AND RESPONSIBILITIES** Acts as the subject matter expert for all engineering related services within Japan. + Management of 24x7 engineering team. Ensure staff rosters, recruitment and training as required for each job in the engineering team, with support from CBRE team + Oversight of the engineering management of critical systems including: mechanical (HVAC, computer room air conditioners, chillers and plumbing etc.) electrical (UPS, switchgear, PDUs and generators etc.), fire detection and suppression, life safety, lighting, building automation systems + Management of preventative maintenance work schedule planning + Manage vendors (quotations, work schedule coordination, attendance, etc.) + Prepare and manage budgets for engineering activities (OPEX) and asset replacement programs (CAPEX) + Perform HSE management activities such as ISO 14001 audits, HSE audits, etc. + Ensure that compliance of all local regulatory laws and guidelines are met as they relate to the operation of building’s infrastructure + Lead the response for incidents (typhoon, earthquake, fire, equipment failure, etc.), and share written incident information to client stakeholder and CBRE APAC team + Management and leadership of staff and vendors for annual facility electrical outage work and process management, field testing, and work procedure preparation, and information sharing with client and CBRE APAC team. + Maintain effective communication with all client and CBRE stakeholders, including Facility manager and engineering staff + Review of methods of procedure, risk assessment and change management request for engineering works + Ensure incidents are reported and escalated as per protocol + Ensure all reports in relation to engineering management are reported on time and in sufficient detail Other duties: + Has a deep understanding of the client and account objectives and provides strategic recommendations to assist in the design of the technical service roadmap. + Leads the operational delivery of strategic initiatives including project planning, communication and change management control, compliance and reporting. + Leverages internal relationships, manages stakeholders and stays connected with CBRE platform to ensure:1) The client and account receive the greatest value from CBRE structure and resources + 2) Account is compliant with CBRE requirements + 3) Growth opportunities are identified, right sized for the account and where suitable put forward to expand CBRE services + If required, leads data collection and insights ensuring inspections and surveys, including energy audits and analysis, HVAC, electrical and plumbing systems, environmental compliance, accessibility compliance, acquisition and third party surveys are captured and effectively utilised. + Supports clients work order management program and tools, specifically PPM, reactive works, operating within a fixed price agreement. + Develops and provides for ongoing improvement of preventive maintenance and engineering procedures, preventive maintenance programs, budget operating costs estimates and comparisons. + Oversees implementation of programs to ensure compliance with life safety programs and procedures, domestic water quality control and water treatment programs to include environmental and safety compliance. + Assist with due diligence and building evaluations for possible acquisitions or development projects. + Ensures all engineering operations are carried out with due consideration to cost and value for money. + Oversees P&L management at a country level ensuring correct interpretation and management of contract financials. + Identifies cost saving opportunities to enhance contract profitability. + Is a pivotal team member in the leadership team providing input into the talent attraction and retention strategies. + Works closely with the Talent Acquisition team to ensure a pipeline of talent is available and succession planning is in place. + Assists with the recruitment and onboarding (induction) process for new joiners. + Provides formal supervision to individual employees when they are direct reports. + Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. + Plans and monitors appropriate staffing levels and utilization of labour, including overtime. + Prepares and delivers performance appraisal for staff. + Mentors and coaches team members to further develop competencies. + Leads by example and models behaviours that are consistent with the company's RISE values. + Performs other duties as assigned. **QUALIFICATIONS** To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Draws upon the analysis of others and makes recommendations that have a direct impact on the company. **OTHER SKILLS AND ABILITIES** Intermediate skills with Microsoft Office Suite, Outlook, and intranet/internet.
